Just as he was sitting in the sky, the Bhagavan smiled and looked at Indra, the lord of the gods, and spoke these words: "Lord of the gods, listen to this dharani mantra called 'The Essence and Vow of All Tathagatas, the Immaculate Crown of Light Entering the Circle from All Directions.' This mudra has been spoken and rejoiced by as many tathagatas as there are grains of sand in sixty-two billion Ganges Rivers. By merely seeing or hearing this dharani mantra, one will be completely liberated from all fears of sins, obscurations, sentient beings in hell, animals, and evil destinies. All past karmic obscurations will also be completely destroyed, and all sentient beings in hell will also be destroyed. For example, fire burns grass, and wind quickly scatters ashes. Likewise, all the sins accumulated in previous lives are burned away. For example, rain falls, and the water flowing down the mountain washes away the dust and dirt on the ground. Likewise, by merely seeing or hearing this dharani, sins are purified. For example, fire refines gold, making it soft and easy to cut. Likewise, by merely reciting it, the body is purified without doubt. For example, when the sun rises, its rays shine everywhere. Likewise, whoever holds this dharani, their body will also become beautiful. For example, a dry fish flops around on land, approaching death due to lack of water. If someone throws it back into the water, it will abide there and thrive again. Likewise, by merely remembering this mantra, one can prolong the lives of beings. Whether it is a new stupa or an old stupa that has been repaired, place it inside. Also offer incense and perfume, and remember and recite this dharani mantra one hundred and eight times. During one day and night, remember it three times during the day and three times during the night. Then, when the sun rises, face east and make a mandala of incense, and scatter flowers on the sun's disc. Fumigate with agarwood and benzoin. Even if one dies and transmigrates, one will abandon the body like a snake shedding its skin, and together with those of equal fortune, one will go to the blissful realm of the world. One will not experience the suffering of death. Hereafter, one will never see the feeling of death. Hereafter, all sentient beings will not go and be born in hell, as animals, in the realm of Yama, and in the lower realms. Hereafter, even the sound of hellish beings will not be heard in the ears of sentient beings, let alone the ripening of the fruit; that is impossible. Then, the lord of the gods, Indra, received this vidyā-mantra from the Bhagavan, and together with the immaculate jewel heart of the son of the gods, he went to his own abode at dawn. As the Tathāgata had spoken, according to the order of the rituals, he performed the work of the stupa and also performed the ritual of recitation. As soon as he had done so, all the suffering of the immaculate jewel heart of the son of the gods was pacified, and he was separated from all sins.
