Thus, being extremely skilled in taming, it did not occur for the sake of a single king, nor did it occur for the sake of a single place, nor even for the sake of a single sentient being, just like that. Why is that? In whatever direction the Blessed One Buddha resides, those humans and non-humans also think with a mind of non-harm: I shall also go to the great city of Vaishali, and I shall also accomplish the benefit of the multitude of people in the great city of Vaishali, and I shall also accomplish the deeds of the Buddha. Having thought thus, the Blessed One, in the early morning, having put on the Dharma robes and lower garment, and carrying the alms bowl, descended from Vulture Peak Mountain together with one thousand two hundred and fifty monks. Brahma, the lord of the Sahā world, took about five hundred divine umbrellas and offered them to the Blessed One from the right side. Having offered them, he fanned the Blessed One with a dust whisk and stood by. Indra, the lord of the gods, also took about five hundred umbrellas and offered them to the Blessed One from the left side. Having offered them, he fanned the Blessed One with a dust whisk and stood by. The Four Great Kings also each took five hundred divine umbrellas and offered them to the Blessed One from the front, and they fanned the Blessed One with a dust whisk and stood by. The divine son Mahadeva and the twenty-eight great yaksha generals, as well as the thirty-two powerful yakshas, and the five hundred sons of Hariti along with their retinue, also each took divine umbrellas and offered them to the Shravakas, and they fanned them with dust whisks and stood by. Having obtained such fame and respect, and the things to be obtained, the Blessed One descended from Vulture Peak Mountain together with the Sangha of monks, and went to the great city of Vaishali. The Licchavis of Vaishali saw that the Blessed One was extremely beautiful, worthy of faith, his senses were pacified, his mind was pacified, his senses were tamed, his mind was tamed, he had attained the supreme shore of taming and quiescence, his senses were subdued and withdrawn, like a great elephant.

Like being extremely subdued, like the ocean, without turbidity and extremely clear. His body is well adorned with the thirty-two marks of a great person, and exceedingly adorned with the eighty minor marks. Like the king of Sala trees, the body of the Tathagata is completely adorned. Like the sun, a web of rays of light spreads everywhere. In the darkness of night, like a blazing fire on a mountaintop, the Bhagavan, like a great and precious golden mountain, shining, majestic, and radiant, is seen from afar as he goes to that place. As soon as they see him, the Licchavis of Vaishali develop faith in the Bhagavan. Having developed faith, they sweep and sprinkle the road along which the Bhagavan goes to the great city of Vaishali. They sweep, sprinkle water, scatter flowers, and adorn the road with silk banners, bells, parasols, victory banners, and various flags. They burn various incenses and go to where the Bhagavan is, and bow their heads at the feet of the Bhagavan. Then, the Bhagavan, with his palm marked with a thousand-spoked wheel, soft like the heart of a lotus flower, adorned with marks of previous good practice, youthful and soft, possessing light surpassing the rays of the sun, radiating hundreds of thousands of rays, touches the heads of the Licchavis with his immaculate hand and instructs them. Then, the Bhagavan enters the great city of Vaishali, and at midnight, he steps on the foundation stone of the city gate, looks in the four directions, extends his golden hand, puts on his upper robe, and speaks: In the future, whether it be a monk, a nun, a male devotee, a female devotee, or anyone else, if they make offerings to a mustard seed-sized relic of the Tathagata's body, and hold, maintain, read, and proclaim the king of knowledge-mantras that destroys the great thousand worlds, the category of Dharma that liberates from all demons, the mudra of the Tathagata, the Arhat, the Perfectly Enlightened Buddha, as numerous as the sands of the Ganges, and universally.

Those who cause harm, the diseases of plague, terror, injury, epidemics, riots, fights, debates, bonds, lawsuits, quarrels, even slander, the painful karma of sin and non-virtue cannot stop them, and all harm cannot overcome them. Having spoken thus, the Blessed One said to Brahma, the lord of the Sahā world: Venerable Blessed One, what is the Dharma category of the Queen of Secret Mantras called Great Destroyer, which liberates from all demons, the Tathāgata, Arhat, Perfectly Awakened One, the Buddha-seal of the Buddhas as numerous as the sands of the Ganges River? After asking thus, the Blessed One said to Brahma, the lord of the Sahā world: Brahma, therefore, listen well and remember well, and I will tell you.
