如今你也不要像那样以非法来治理国家。为什么称作《国王的宗教正法论》呢?你现在好好听着,我将为你阐述。在那时,国王力量之主以宝冠加于王子头上,以优美的偈颂如实地阐明了教法。我为了众生安乐,为了断除世间疑惑,为了消除诸多罪过,将要宣说国王的法律论典。所有天神之主和人类的国王,都应生起欢喜之心,合掌倾听我的讲述。过去众多的天神眷属,聚集在金刚山上时,四大天王从座位上站起,向大梵天如此请问:梵天之主,至高无上,是天神中的大自在者,请您慈悲垂念我们,恳请您断除我们的疑惑。人类世界是如何产生的?国王是如何产生的?此外,是何原因,被称为天神之子?如何生于人世,就能独自获得人主的地位?如何在天堂的居所中,成为天神之王?如此,世间守护者们向梵天之王请问。那时,梵天之主对他们如此说道:世间守护者,你们要知道,为了利益众生,你们向我询问治理国家的宗教,我将讲述,你们好好听着。由于往昔业力的力量,转生为天神,成为了国王。如果居住在人类之中,就能统治成为人主。诸神共同加持,然后投入母亲的子宫。当安住在母亲的子宫里时,诸神会守护他。即使转生于人类世界,因为是至高无上的,所以被称为天神。因为受到诸神的守护,所以被称为天神之子。三十三天之主,分配力量,使人类的国王不致衰败。众多的天神,都极力伸张自己的力量,彻底消除一切非法,不造作罪恶之业,劝勉众生行善,从而转生到天堂。

Now, do not govern the country unlawfully as before. Why is it called 'The King's Religious Righteousness Treatise'? Listen carefully now, and I will explain it to you. Then, at that time, the king, the lord of power, crowned the prince and clearly explained the Dharma with beautiful verses. I will explain the king's law treatise for the sake of sentient beings' happiness, to dispel worldly doubts, and to eliminate many faults. All the lords of the gods and the kings of men should generate joyful minds and listen to my words with folded hands. In the past, when many divine retinues gathered on Vajra Mountain, the Four Great Kings rose from their seats and asked the Great Brahma: 'Lord Brahma, the supreme and the great sovereign among the gods, please have mercy on us and dispel our doubts. How is the human world created? How is a king created? Furthermore, for what reason is one called the son of a god? How can one, born in the human world, attain the position of lord of men alone? How can one become the king of gods in the abodes of heaven?' Thus, the guardians of the world questioned the King Brahma. Then, the Lord Brahma said to them: 'Guardians of the world, you should know that for the benefit of sentient beings, you have asked me about the religion of governing the country. I will explain, listen carefully. By the power of past karma, one is born as a god and becomes a king. If one dwells among humans, one can rule and become the lord of men. The gods together bless him and then place him in the mother's womb. When he dwells in the mother's womb, the gods protect him. Even if he is born in the human world, because he is supreme, he is called a god. Because he is protected by the gods, he is called the son of a god. The lord of the Thirty-Three divides power so that the human king does not decline. All the many gods exert their power to eliminate all that is unlawful, do not create sinful deeds, and encourage sentient beings to perform virtuous deeds, thereby being reborn in heaven.'

Parents will hold onto half of their power, engaging in abandoning evil and practicing virtue. The gods, together, will protect well, and will show the ripening of good and evil. If good or evil deeds are done, then in this very life, the gods, together, will protect well, and will show the ripening of good and evil. If the people of the land commit evil deeds, and the king does not punish severely, this is not the right way. Punishment should be carried out according to the Dharma. If evil is seen and not prevented, non-Dharma will greatly increase. In that king's land, deception will greatly increase. Therefore, the king's law will decline, deception will increase in the world, and the enemy retinues on the other side will destroy that country and cause it to perish. The houses and utensils of the dwelling, and all the accumulated wealth, will be lost. Because various deceptions arise, they will also rob each other. Even if the kingdom is obtained by the true Dharma, but it is not practiced according to the Dharma, all the people of the land will be scattered, like an elephant trampling a lotus pond. Strong winds rise and there is no time for them, and unsuitable rain falls out of season, the stars show many bad omens, and the sun and moon are eclipsed and there is no light. Because the king abandons the true Dharma, the grains, flowers, fruits, and all the crops will not ripen, and famine will occur in the country. After the king abandons the true Dharma, if he teaches the evil Dharma, the gods residing in the immeasurable palaces, seeing this, will feel sorrow. The king of the gods and his retinues will say this: This king greatly practices non-Dharma, and because he relies on evil friends, the kingdom will not be stable for long, and all the gods are very displeased. Because they become angry, that country will be destroyed.
