If the Buddha descends into the world, then this discipline exists; if the Buddha does not descend into the world, then this discipline does not exist. The discipline of non-outflow and the discipline of meditation, whether the Buddha descends into the world or not, exist at all times in all circumstances. The Pratimoksha discipline arises from enactment, but the discipline of non-outflow and the discipline of meditation do not arise from enactment. The Pratimoksha discipline is obtained from others, but the discipline of non-outflow and the discipline of meditation are not obtained from others. The Pratimoksha discipline exists at all times, whether one is asleep or awake, in virtuous, non-virtuous, or neutral states of mind. The discipline of non-outflow and the discipline of meditation exist when one is in meditation and certain of a mind free from outflows; they do not exist in all other minds. The Pratimoksha discipline exists only among humans, while the discipline of non-outflow and the discipline of meditation exist among both gods and humans. The Pratimoksha discipline exists only in the desire realm, while the discipline of non-outflow and the discipline of meditation exist completely in the desire realm and the form realm. The discipline of non-outflow and the Pratimoksha discipline exist only among the disciples of the Buddha, while the discipline of meditation also exists among non-Buddhists. Question: Among the five precepts of a layperson, which are natural transgressions and which are enacted transgressions? Answer: Four are natural transgressions, and the precept against drinking alcohol is an enacted transgression. Drinking alcohol is the basis of heedlessness and laziness, and it becomes a friend to the four transgressions. Among the five precepts, drinking alcohol is the foundation of heedlessness, and it also causes the other four precepts to be broken. For example, in the time of the Buddha Kashyapa, a layperson, due to drinking alcohol, lusted after another's wife and committed adultery, and stole and killed another's bird. When someone asked him why he did this, he said he had not done it. In this way, because of drinking alcohol, all four precepts were broken simultaneously. Drinking alcohol leads to the five heinous crimes.

It will also do four things, but it will not be able to create division in the Sangha. Although this is not driven by past karma, however, one will experience madness and forgetful insanity. After drinking alcohol, one will become intoxicated and agitated like a mad bull. If one is intoxicated by alcohol, then correct actions such as meditation, reading scriptures, reciting, and Sangha affairs will be lost. Although this is not a sin by nature, it is similar to a sin by nature. Then, Magama did not stop and again reported to the Blessed One: Is it only from sentient beings that one can obtain precepts like the layperson's precepts? Is it also possible to obtain them from non-sentient beings? Or, is it only from sentient beings who can be killed, can be stolen from, can engage in impure conduct, and can lie that one can obtain precepts? Or, is it also possible to obtain precepts from sentient beings who cannot be killed, have nothing to steal, cannot engage in impure conduct, cannot lie? The Blessed One taught: From sentient beings, one can obtain four precepts, but from non-sentient beings, one can obtain the precept of not drinking alcohol. Whether belonging to sentient beings that can be killed or cannot be killed, whether one can engage in impure conduct or cannot, whether one can steal or cannot, whether one can lie or cannot, one can obtain precepts from all these sentient beings, up to the sentient beings in the Avici hell, and below the realm of neither perception nor non-perception, included in the world realm of the three thousand great thousand worlds, all living beings up to the Tathagata can obtain these four precepts. That is to say, when initially taking the precepts, one vows not to kill any living beings, not to take anything not given, not to engage in any impure conduct with anyone, and not to speak any lies. Because there is no limit or boundary, it is impossible not to obtain precepts from all sentient beings. If the precepts are conferred according to the Dharma, in order to make them understand beforehand and generate trust, one should preach the Dharma and have them generate loving-kindness and compassion towards all sentient beings. If such special faith arises, then one will obtain excellent precepts.
