In order to delight the perfect enlightenment, to fulfill the past aspirations of the Tathagata, to make all sentient beings know that there is a great kindness of the Buddha, the Tathagata does not abandon all sentient beings with great compassion, and constantly with extremely skillful means, to all sentient beings residing in the twenty-five existences of the three realms, cultivate equal love for immeasurable kalpas, and act with skillful means endowed with equanimity, so that all sentient beings realize emptiness, as well as the emptiness of phenomena, as well as the emptiness of the five aggregates, and for the emptiness of non-retrogression, non-submergence, and non-violence, cultivate the true aspect with skillful means. In order not to abandon the three vehicles, and with skillful means of learning to realize enlightenment, practice the extremely profound and supreme realm of practice with skillful means, in order to clearly realize the nature of phenomena, realize that the Buddhadharma is not one from beginning to end, even if understood, but each ordinary person is tormented by the three sufferings due to being addicted and confused, and is immersed in the sea of suffering. Because of being obscured by the four inversions, they become inverted towards the defiled dharmas. Because of universally clinging to the unreal, they cling to self in non-self, cling to permanence in impermanence, cling to pleasure in displeasure, cling to purity in impurity, and are tormented by birth, old age, sickness, and death, momentarily impermanent, covered by the five obscurations and the ten pervasive afflictions, revolving in the three existences, experiencing beginningless and endless birth and death. Therefore, the Tathagata, according to what suits each individual, distinguishes and teaches the three baskets and from the nine divisions of scripture to the twelve divisions of scripture. He has spoken many sutras according to their respective wishes. Some who are attached to words think that this alone is enough, and cling to attaining Nirvana. This is also due to the power of the great compassionate aspiration of the Tathagata in the past, gathering together all those with common karmic connections in the realms of the ten directions. Thus, all those with common karmic connections gather in the midst of many retinues.

Thinking that the sacred Dharma Sutra was spoken in that assembly, the Tathagata, through the Dharma of manifestation, constantly and continuously causes all beings to attain great bliss. Therefore, it should be known that the Tathagata subdues and teaches beings, and also does not exceed the time. Without exceeding the time, he passes into Nirvana. In some worlds, the Tathagata is called Vairochana Tathagata, who is an Arhat, a Samyaksambuddha, endowed with knowledge and conduct, a Sugata, a knower of the world, an unsurpassed guide for taming beings, a teacher of gods and humans, a Buddha, a Bhagavan. Sometimes he goes to the Tushita Heaven and becomes the teacher of the gods. Sometimes he descends from the Tushita Heaven and shows that he lives in Jambudvipa for eighty years. Therefore, the Tathagata is inconceivable. The world is also inconceivable. The ripening of karma is also inconceivable. The thoughts of beings are also inconceivable. The Samadhi of meditation is also inconceivable. The power of the Nagas is also inconceivable. This is the inconceivable nature of the Buddha. If all beings wish to know the Buddha's intention, even the beings with the weakest faculties, he can make them all know. Among all beings, if any being wishes to see the Buddha, he can immediately make them see. If he does not make them see, even if he appears before their eyes, they will not be able to see. Therefore, even if the Shravakas and Pratyekabuddhas have the clairvoyance of the divine eye, they cannot see. Furthermore, the Buddha emits great light, even to the peak of existence, down to the beings in the Avici Hell, all can be illuminated, but those who are destined to be tamed will be able to see, and those who are not destined will not be able to see even if he appears before their eyes. Sometimes the Tathagata deliberately urges, and sometimes he remains silent. The Buddha Bhagavan is inconceivable, extremely difficult to measure, extremely difficult to know, and extremely difficult to realize. How dare you ask the Tathagata about such a profound and difficult practice? You
