Practicing in the conduct of a Bodhisattva. Having perfected the five-limbed Dharmakāya, the ten powers, the four fearlessnesses, and the eighteen unshared qualities of a Buddha, I beseech that all sentient beings, as many as there are, be liberated from suffering. It is said in the Sutras that when a single Buddha descends into the world, he accomplishes the benefit of liberating ninety billion hundred thousand sentient beings from suffering. Why is it said that he benefits countless sentient beings? He replied: It is said in the Sutras that when a single Buddha descends into the world, he benefits ninety billion hundred thousand sentient beings, which refers to those who have become liberated from that Buddha. Among those liberated beings, some are benefited by the Buddha himself, some are benefited by disciples, and some are liberated through the Dharma that has been left behind. Saying ninety billion hundred thousand sentient beings refers to those who are benefited by the Buddha himself. Saying that countless remaining sentient beings are liberated from suffering refers to the general benefit. All Buddhas of the three times are equal, but the attainment of the discipline of equality of the three times is not equal. Question: Is the so-called non-restraint vow obtained from sentient beings and non-sentient beings? Can all sentient and non-sentient beings obtain vows? Answer: Non-restraint vows can be obtained from sentient beings, but non-restraint vows cannot be obtained from non-sentient beings. Furthermore, non-restraint vows can be obtained from sentient beings that can be killed, but vows cannot be obtained from sentient beings that cannot be killed. Also, non-restraint vows can be obtained from both sentient beings that can be killed and those that cannot be killed. For example, a butcher who slaughters sheep always has the mind of killing and only thinks of slaughtering sheep, so it cannot be measured. If he is born as a god or a human, although he will not immediately engage in killing, because of the cycle from one life to another, there is a cause to be born as a sheep again. Therefore, non-restraint vows can be obtained from all sentient beings, and the twelve non-restraint vows are also the same.

The so-called twelve non-restraints are: butcher, executioner, pig breeder, bird breeder, fisherman, hunter, bird catcher, snake catcher, one who recites mantras for dragons, prison guard, thief, and capturer of thieves. Raising silkworms is also included in non-restraints. There are three times when non-restraints are lost: at the time of death, when attachment and clinging cease, and when vows are broken. For example, when taking the three refuges, if one utters the first word, the non-restraint is lost. After that, if the second and third words are spoken, one will obtain virtuous restraint. If someone engages in a non-restrained profession, at what time will virtuous restraint be lost and non-virtuous restraint be obtained? The Buddha said: When the word "butcher" is spoken for the first time, virtuous restraint will be lost, and if "butcher" is repeated two or three times, non-virtuous restraint will be obtained. Alternatively, at the very moment when virtuous restraint is abandoned, non-virtuous restraint is obtained. If a person guarding virtuous restraint does not vow, "I am a butcher," but merely clings to profit and gain and engages in raising and slaughtering piglets, then this is called losing virtuous restraint, that is, abandoning virtuous restraint and obtaining non-virtuous restraint. If he definitely vows, "I am a butcher," then he will also obtain non-virtuous restraint. Obtaining non-virtuous restraint is obtained merely by making the vow oneself; it is not necessary to receive it from someone else. If one vows to uphold non-virtuous restraint for one or two days, or even ten days, one year, or two years, then one will obtain the corresponding result according to the length of time of the vow. Therefore, the sinful non-virtuous dharma causes one to be immersed in the cycle of birth and death, and there is no meaning in increasing more and more. In this way, non-virtuous restraint is obtained through the thing itself, which is different from virtuous restraint. *Mahavaipulya Buddhavatamsaka Sutra*.
