Uniqueness is everything of everything. Here, it refers to all the different characteristics, therefore it is said that the Buddha proclaimed everything. This refers to the inability to grasp the exhaustion of sentient beings, not that the Buddha is unable to proclaim. Furthermore, the omniscient one is also called the one who proclaims everything, but it is not permissible to call it the one who proclaims everything as a means. Question: If the Buddha proclaims with his wisdom, then the Shravakas and Pratyekabuddhas also speak based on knowledge, why should they also be given the name Buddha? Answer: It is not like that, the Buddha has reached the ultimate in both wisdom and proclamation. The knowledge and speech of the Two Vehicles are because they have not reached the ultimate of the Dharma. Furthermore, the Buddha is named because he knows all the Dharmas thoroughly, and also because he knows, the Two Vehicles cannot do so. Furthermore, the Dharma attained by the Buddha is also limitless, and the Dharma proclaimed is also limitless, the Two Vehicles cannot do so. Furthermore, the commonality attained by the Buddha, the Two Vehicles also have commonality in what they have obtained. What the Shravakas have obtained also has uncommonality. The common knowledge of the Three Vehicles is obtained by the Middle Vehicle. The common knowledge of the Two Vehicles is only attained by the Buddha, and what the Two Vehicles do not know is also only known by the Buddha. Furthermore, the bigger the box, the bigger the lid; the bigger the Dharma, the more limitless the characteristics, therefore the Buddha proclaims limitless Dharma with limitless wisdom, the wisdom of the Two Vehicles is limited, therefore it cannot be called the characteristic of the Dharma. Furthermore, it also possesses faculty and object, faculty refers to the faculty of wisdom, object refers to wisdom, the object of faculty refers to the Dharma that is the object of wisdom. The Buddha is complete in both faculty and object, and there is nothing that is not ultimate in the Dharma that is the object of wisdom. The Two Vehicles are not complete in both faculty and object. Furthermore, the Buddha has attained the true wisdom that knows the characteristics of all Dharmas as they truly are. The Two Vehicles cannot thoroughly understand the profoundness of the Dharma, therefore it is not true.

It is not permissible to be called "wisdom." Likewise, from many points of view, it is not permissible to call the two vehicles Buddha. The term "Bhagavan" cannot be established from the perspective of words and sounds, but is named from the perspective of meaning, that is, "Bhagavan," because he knows all the antidotal dharmas. Furthermore, worldly languages and sounds are inconsistent, and worldly people themselves do not understand, but the Buddha is omniscient, so he is called "Bhagavan." Moreover, in the scripture called "The Elder Rib," it says that among the two vehicles and ordinary beings, some have faith in solitude and peace, some have faith in meditation and samadhi, and some hide and do not show themselves due to other circumstances, but those who have attained the Dharma of the Buddha, possessing the power of loving-kindness and compassion, are happy to show and proclaim it to others. Alternatively, because he has conquered the three poisons, he is called "Bhagavan." Question: If the two vehicles also conquer the three poisons, why are they not called "Bhagavan"? Answer: It is not so. The two vehicles are subject to regression, but the Buddha is not subject to regression. There are three types of regression: regression from the fruit, regression from non-fruit, and regression from the karma of actions. Regression from the fruit means that the three fruits of the Hearers regress, but the final fruit does not regress. There are two cases for the intermediate vehicle: if a solitary Buddha who practices yoga for a hundred kalpas, his fruit does not regress. If he initially becomes a solitary Buddha from the three fruits of the Lesser Vehicle, then his fruit will regress, but the fruit of the Buddha does not regress. Regression from non-fruit means that if a person who is inclined towards the three vehicles regresses without attaining the fruit, and a diligent yogi becomes lazy, lacks diligence, and declines in yogic practice without effort, these three cases are called regression from non-fruit. Regression from the karma of actions means that one cannot actually practice the Dharma that should be attained. For example,
