Towards sentient beings, he unreservedly bestowed loving kindness. He engaged in giving, performing virtuous deeds and accumulating merit. To those who desired food, he gave food; to those who desired drink, he gave drink; to those who desired clothes, he gave clothes; to those who desired ornaments, he gave ornaments; to those who desired beds, he gave beds; to those who desired vehicles, he gave vehicles; to those who desired other implements, he gave other implements. He also established infirmaries for healing diseases, provided all the necessary equipment, appointed doctors and nurses, and provided services for the sick and the helpless. He also prepared many foods and drinks, and gave them to the creatures living in the sky, in the water, and on the land. He made a vow like this: 'From this day forward, I will give everything to everyone. I will lead the world to the path of the ten virtuous actions.' After making this vow, he led the entire world to the path of the ten virtuous actions. Therefore, because they correctly practiced the path of the ten virtuous actions, most sentient beings were reborn in the heavens after their death, so that the heavenly realms were filled with them. Then, the Lord of the Gods, Indra, thought: 'What is this person doing? Is he practicing to become Indra, or is he practicing to become Brahma?' Then, he observed that this person was practicing for the unsurpassed, perfectly complete enlightenment. Then, the Lord of the Gods, Indra, thought: 'Is this a steadfast being, or is he an unsteady being? I should investigate. If he is a steadfast being, then I should make offerings to him. Even if he is not a steadfast being, I should increase his mental strength.' So, the Lord of the Gods, Indra, manifested himself in the form of a Rakshasa, and sat on the roof of King Shibi's palace, and spoke half a verse: Alas! All conditioned things are impermanent, they are subject to arising and ceasing. After saying this, the Lord of the Gods, Indra, remained silent in a non-human form. Then, King Shibi saw the Lord of the Gods, Indra, in a non-human form.

Having heard such words spoken, he thought, "On the one hand, this opens the door to the dependent arising of Nirvana! On the other hand, it shows the path to perfect and complete enlightenment!" Then, King Shibi saw Indra, the lord of the gods, in a non-human form, sitting on the eaves of a magnificent palace. Having seen him, he quickly arose, bared one shoulder, and, with palms joined, bowed towards Indra, the lord of the gods in non-human form, and said, "Friend, please speak the complete verse, and I will listen as a disciple." Indra said, "What good is it for you to be my disciple? I am tormented by hunger and thirst, groaning without knowing what to eat." The Bodhisattva said, "Friend, please speak the complete verse, and I will satisfy you with food." Indra, the lord of the gods in non-human form, said, "Friend, can you satisfy me with food? My food and drink are such that you would find it difficult to give." The Bodhisattva said, "What is your food and drink?" He said, "I eat fresh human flesh that has just been killed, and I drink fresh blood." Then the Bodhisattva thought, "Such flesh and blood cannot be obtained without killing, and for the sake of speaking well, I cannot harm any other sentient being." So he said, "If you can eat and drink my flesh and blood, friend, I am very willing to give it. Please speak the complete verse, and for the sake of speaking well, I will give you my own flesh and blood." Then Indra, the lord of the gods, spoke the complete verse, "Alas, all conditioned things are impermanent! They are of the nature of arising and ceasing. Having arisen, they cease; their pacification is bliss." Then the Bodhisattva respectfully received that complete verse, and for a long time, he studied it by recitation and thought, "This is the door to the dependent arising of the city of Nirvana! This is Nirvana."
