Therefore, the Blessed One, with the eye of a Buddha, observes the world three times during the day and three times during the night, that is, six times day and night. Who is declining? Who is prospering? Who is impoverished? Who is encountering misfortune? Who has harm? Who is impoverished, unfortunate, and harmed? Who is inclined towards the lower realms? Who is falling into the lower realms? Who has already fallen into the lower realms? Whom shall I rescue from the lower realms and place in the heavens, liberation, and the fruition? Whose hand shall I pull from the mire of misconduct? Whom shall I empower to possess the dominion of the seven noble riches, who lacks them? Whom shall I cause to generate roots of virtue, who has not generated them? Whom shall I cause to fully mature, who has already generated roots of virtue? Whom shall I pierce with the sword of wisdom, who has already fully matured roots of virtue? Whom shall I cause to possess a world adorned by the appearance of a Buddha, complete with fruit? Thus, the observation of wisdom arises. The ocean is the abode of aquatic creatures, the waves of time may recede, but for the disciples to be tamed, the Buddha's time of teaching never recedes. Then, the Blessed One pondered: The time has come to tame the multitude of ordinary people in Shravasti (Mnyan du yod pa, located in present-day Uttar Pradesh, India). The Blessed One pondered, will they be tamed by rebuke, or will they be tamed by praise? Or will they be tamed by causing them to be disgusted? The Blessed One observed that they would be tamed by causing them to be disgusted. In order to cause them to be disgusted, the Blessed One, through miraculous power, gathered those beings and placed them on the bank of the Ganges River (Chu klung khang ldan).
