If it is said that the practice of negligence is the practice of recovering through confession, then, here, some practitioners transgress one or two or three training precepts. Since they transgress so many, and after transgressing, they say, 'I will recover later.' They always commit the prescribed offenses in the same order and with a contemptuous attitude. Those people are not even practicing the Dharma with reverence, nor are they cautious, and are always in a distracted state of mind. This is called the practice of recovering through confession. If it is said that the practice of negligence is to completely increase negligence, then, here, people whose minds become frivolous and whose mental strength also becomes weak cannot even clearly understand the matters that should be confessed in the training precepts. They cannot clearly understand the matters that should be confessed and recovered, whether they are meaningful or meaningless. Therefore, the prescribed offenses of the training precepts become very numerous. They also hold onto those offenses, and they also hold onto those offenses that require great effort to recover over a very long period of time. However, they do not even hold well to those offenses that have become minor. They are not of a nature to abide with reverence in the Dharma. Whether it is practitioners or other similar forms, these are said to be the practice of completely increasing negligence through negligence. Furthermore, if it is said to be a half-hearted practice, then, for those training precepts that are minor or have become sluggish, whichever it may be, the bhikkhu only goes to do complete recovery, or, if he does holding, or, if it becomes very thin and recovers, thinking thus in his mind, he only completely eliminates those homogeneous parts. This is called a half-hearted practice. Because sometimes it is practiced and sometimes it is not practiced, therefore, through these stages, the half-hearted practice should be done. The negligent wander in negligence, act by the power of negligence, and are negligent.

This dwelling in a solitary place is mostly practiced by ascetics and other similar individuals. Whether it be a fully ordained nun, a novice, or a laywoman who perfectly upholds the precepts, they will swiftly attain Nirvana. How do they mostly conduct themselves with regard to these and similar situations, and with regard to those who turn their backs on the Dharma? That is, with regard to the precepts against transgressions established here, they mostly uphold them, ensuring they are not diminished, not broken, not leaking, not wavering, without essence, and without any remainder. If they can, they will uphold them; if they cannot, they will not uphold them. Whether it be an ascetic or other similar individuals, this is said to be mostly practiced. Furthermore, how is it that confession and rising are practiced in between? That is, due to carelessness or reliance on evil friends, if they violate the precepts, they quickly recognize it and become remorseful, or because their minds are extremely pure, or because they are frightened by the fear of hell, they confess and also declare it to the Sangha. They confess thus: 'I have violated the precepts, I have not kept them well, please allow me to rise from this.' They also confess and repent with remedies, and rise. Therefore, this monk is said to practice in between confession and rising. Furthermore, how is it that a monk practices by guiding and proclaiming? That is, if a monk or other similar individuals, due to carelessness, commit many transgressions, violating the precepts that cut off the root of suffering, or causing them to diminish, they will report these to the teachers, and also to the Sangha at the time of the Uposatha. The Sangha will guide them and also point out the difficult points.

也能使那些不敬而起之怖畏消散。他们听闻并理解后便会奋起,此后也不再违越学处,因为畏惧地狱、饿鬼和畜生。此善时乃是引导和宣说之行持。又如何是毁灭之行持呢?即为衰老和死亡所掌控。于此,那些已学习佛法和戒律者,不以禅定为禅定,却乐于俗务,恒常往来于家与家之间,处所与处所之间,施主之家与施主之家,只为衣食奔波。他们也善于奉承,亲近在家人。这被称为毁灭之行持。此盗贼死后终将堕入地狱。善时又如何是全部行持呢?即对一切佛法和戒律皆具信心,宣说,并付诸行动。若因懈怠,即使仅违犯一两条学处,也会因不习惯和不敬法而无法坚持,并因此而放弃。此善时被称为全部忏悔和行持。比丘或其他类似之人,即使仅犯少量过失,若此后违越这些学处,亦是不谨慎之过。如是,住于莲花中心的离诤者之主,也向那些善于言辞的鸿雁以及魔族的放逸者宣说了佛法。此后,穆苏伦于彼时宣说偈颂,如是:放逸之人如盲者,放逸之人服毒者,放逸之人为索缚,引至地狱渐趋近。放逸之人世间士,获得一切之呵责,言语变为无意义,亦将引入于地狱。愚昧无日亦无夜。

It also dispels the fears that arise from disrespect. Having heard and understood these, they will rise up, and thereafter they will not transgress the precepts, for they fear hell, hungry ghosts, and animals. This good time is said to be the conduct of guiding and proclaiming. And how is it the conduct of destruction? It is being controlled by aging and death. Here, those who have learned the Dharma and Vinaya, do not practice meditation as meditation, but are delighted in worldly affairs, and constantly wander from house to house, from place to place, from donor's house to donor's house, only for the sake of food and clothing. They are also good at flattery and closely associate with householders. This is called the conduct of destruction. This thief will eventually fall into hell after death. How is the good time the conduct of all? It is having faith in all the Dharma and Vinaya, proclaiming, and putting it into action. If, due to laziness, even if only one or two precepts are violated, they will be unable to persist due to unfamiliarity and disrespect for the Dharma, and will therefore give up. This good time is called the conduct of all confession and practice. A monk or other similar person, even if only a few faults are committed, if they later transgress these precepts, it is also a fault of carelessness. Thus, the lord of the strife-free ones, dwelling well in the heart of the lotus, also taught the Dharma to those eloquent geese and the careless ones of the demon race. Then, at that time, Musulun spoke verses, as follows: The careless person is like a blind person, the careless person is a poison taker, the careless person is bound by a rope, leading closer to hell. The careless person, a worldly person, will receive all reproaches, words become meaningless, and will also be led into hell. Ignorance has neither day nor night.
