Those who are like chisels in the mind, rotating everywhere like lightning and buckets, those who are controlled by the realm of desire and led everywhere, their splendor, appearance, ornaments, and forms will also be overwhelmed. Among those gods, those who have respectful minds towards listening, who truly understand the characteristics of the Dharma, at that time, the light that pervades those whose minds have gone there is outward and exceedingly superior, thereby clearly overwhelming. The rest will not grow so obviously. When those gods understand the characteristics of the Dharma, their appearance, ornaments, and forms will not grow obviously. This is the third decline of those gods. Furthermore, the fourth decline of the gods is that, at that time, those gods who have good respect for listening to the holy Dharma, and whose ear holes are very focused, whose minds are concentrated, thereby making special efforts to understand all the characteristics of the Dharma, grasp those Dharmas. They keep them in mind, and likewise recollect them. They remember them in their minds for a long time, and diligently practice them. Those who have truly generated respect for the Dharma, by the power of listening to the Dharma, their splendor, appearance, and ornaments are outward and exceedingly superior, everything becomes a hundredfold. Those whose splendor has obviously increased, after truly seeing them manifest, those gods whose faith is very inferior will feel ashamed. This is the fourth decline of the gods of Tushita. Light will surely emanate from all parts of the body, but the light from the feet will completely disappear, and for this reason, shadows will appear on the feet. Whatever other gods are endowed with a garland of light from all over will see those shadows. Seeing those inferior gods who are manifestly weakened by shadows, they will abandon them and even laugh at them. These gods have been completely disgraced. All well-done paths will surely be exhausted. Since all well-done deeds are completely exhausted, those gods tormented by fever in their feet, upon hearing these words, will become endowed with a find of great shame. All well-done deeds have arisen to me as they are exhausted. The end of all perfections will ultimately be decline. For example, in the human world, wherever there is day for people, there will certainly be night. Likewise, the end of all perfections is decline. Again, just as whatever beings are alive, they will certainly die. Likewise, all perfections will ultimately end in decline, for there is no perfection that will not decline. Such are the first signs of decline. For those gods who delight in transformation, there is also a second sign of decline. Just as in the human world, those cotton or soft cushions that sink when pressed and bounce back when lifted, so too in the world of the gods, those who delight in transformation sink when pressed and bounce back when lifted.
