All people will fall into hell. Practicing the path of non-righteousness is a fault. Here it is called arrogance. Arrogance makes the mind foolish. Gods will go to hell. They delight in what is not true. They will never become true. They are surrounded by the darkness of arrogance. The gods are deluded by desire. Desire deludes the gods. So does arrogance. Like the blind, for the sacred deeds. They do not see its consequences. Thus, the Bhagavan Crowned One, having taught about heedlessness and arrogance with worldly and transworldly words, in order to correctly reveal the fault of this third non-discipline to those who dwell in the body, then, the lord of non-contention, Musulinda, shows to those gods from the stupa what deeds have been done by the body. These are the non-disciplined ones. Non-disciplined ones also cannot benefit the gods and humans due to three great faults. For worldly affairs and transworldly affairs, it is not possible in any way. Therefore, what is it that non-discipline obstructs people? Here, having taken the worldly disciplines, due to being extremely foolish by nature, they do not understand meaning and non-meaning, nor do they understand places and non-places. Even if they are settled, they will rejoice with their own people and relatives. Countless times they dwell securely together with their own people and relatives. Even if they do, they will not fully uphold the precepts. Because of falling away from the state of being well-settled, they will face danger. Their own people and all relatives will look at them with disgust. They will also say, by what name do they dwell securely, those firm precepts remain as before. Whether it is the precepts of mantras, or things that should be well-dwelt in, they will not enter their own lives with their own wisdom. They are well integrated with their own father and their own household affairs, therefore they feel tired, and so on. All those who become his friends will turn their backs on him. Those who are not friends will recognize what is good. Those who remain in the middle state will always remain neutral. His nature is changeable, rude, and his mind becomes untamed. He becomes greedy and harmful to all beings. He becomes perverse, delusional, full of fabrications, and cruel in mind. He harbors animosity, malice, arrogance, a distorted face, wickedness, a wandering mind, and poverty towards all sentient beings. Due to the cause of not keeping vows, he will helplessly fall into hell after his body is destroyed and he dies. Therefore, a person who always desires benefit should also protect worldly vows. By abiding in vows, the mind becomes very stable. Recognizing that the mind stream is very good, friends will also trust him. For the most secret affairs of the king, the most vast jewels, or gold and other kinds of goods, one should entrust them to those who possess a mind of discipline. Even having done so, those who harbor hatred cannot harm those who keep vows as they are. Schemes and wisdom cannot destroy vows, nor can one's own people, friends, and like-minded individuals destroy them, but for those who abide in goodness, relatives and friends will make offerings to him. He will give charity with abundant wealth. He will do good deeds.
