Nor will the crops ripen. All undertakings will come to nothing. Nor will he properly care for the people. Therefore, the people will become free from desire. Because those who are difficult to subdue are kept in the country, the gods who dwell in the country will no longer cherish them. Those who are difficult to subdue, because they make even those who are most gentle difficult to subdue. Everything is because of relying on friends, so those who are endowed with qualities, if they become friends with everyone and others, will become degenerate. Therefore, the king should not always accept those who are difficult to subdue. If the king does not accept those who are evil, difficult to subdue, and always do evil, then those faults mentioned earlier will not occur. He will truly care for the people. Those who do not practice Dharma will not live in this country either. Because he is with those who practice Dharma, he will not like those who do not practice Dharma either. What he thinks in his heart is that those who practice Dharma should follow the Dharma, and all these will be perfectly fulfilled. His country will not be destroyed either. Nor will other bad things happen. That king, relying solely on the Dharma, with the Dharma alone as his friend, and with the Dharma alone as his foundation, even if his body is destroyed, will become the ruler of the gods of the Heaven of No Strife in the world of good destinies because of the causes and conditions of those karmas. If the king strives to practice other Dharmas, it is because he is completely in accordance with the Dharma, and not because he is naturally endowed with desire. What is this? For example, letting the slaves enjoy themselves in their own homes, now giving land and wealth as gifts to them, the king will give the slaves what they should have in their homes. He will not be naturally unhappy. Nor will the slaves like and be happy with each other. He will not be tired of these things. Even when distributing, he will not move from his original position.

A king who does not coerce is one who is dwelt in by those who dwell in great goodness. This also does not apply to places of commercial activity. Even if he becomes powerful, he will never harm the weak in any way. He is also not one who desires all things. He is also content, how is he content with what he has done by his own actions? In the lands, the gods will not send down rain at inappropriate times. The sun will not become very hot at inappropriate times. There will be no famine. There will be no armed conflict. The nagas will not be completely disturbed. The gods will not completely abandon that country and approach other countries. That country will also not be emptied and destroyed by other gods. Humans and gods will also increase through the power of humans. Therefore, having thus recognized the faults, the king should not arrest the wicked. Whoever practices virtue is the best of practices, the best of Dharma practice, all those lands that rule in the country are completely protected by the gods. Ruling. By the reason of ruling, other gods cannot create obstacles there in the land close to the assembly of gods. That country will also be protected. That king will also become prosperous, therefore he gives alms in the country, and also does good deeds. He keeps the precepts. He becomes wise. Thus, a king who is in accordance with great goodness and truth, the best of Dharma practitioners, will become very beautiful even in this world, and after the destruction of the body and death, he will become the lord of the gods who are free from strife in the world of noble bliss. Those kings who hold those thirty-five dharmas will also be well held. All those merits will become complete. That will become a place of supreme bliss even from happiness. 所说偈颂如何陈述? 何者眷属皆清净, 行于正法调伏根, 彼具慧法王, 生于高界天世间。 何者定能把握时, 以法圆满受用, 脱离欲望之国王, 胜于无诤诸众。 何者具忍辱,语和雅, 亦能调伏嗔怒与轻躁, 彼既已治理大地, 亦成此诸天之主。 清净不堕于偏袒, 不为友与非友所胜, 国王极公正治国故, 堪能生于天界。 年长者甚喜诸天, 上师即是供养者, 无贪执且心坚固, 诸天之中光明耀。 父亲先前所施与, 彼者复又再施者, 亦不损害诸有情, 彼即转生为天神。 布施与戒律恒常修, 说法且调伏诸根者, 彼王善持此土地, 成天界之主宰。 不执持非法之人, 亦喜好行法之人, 彼以一切正法清净故, 成为诸天之主宰。 国王不为女人所使, 恒常为善良者所使, 无垢智慧勤修习, 得生清净天界中。 不执持一切之语, 执持善良者之语, 善饮彼之甘露者, 安住于诸天之后。 贪求名声, 然不贪执财物, 解脱欲望之垢染, 成为无诤者之主宰。 非是邪见之心, 且喜好如实观视, 极善观视且不动摇, 胜于无诤诸众。 布施与戒律恒时具, 亦恒常以智慧行, 彼既已全胜大地, 来世成诸天之主宰。 以悦耳之妙音, 语成和雅之语者, 极令满足之君主, 终将得生诸天中。 何者无有虚妄语, 如须弥山般不动摇, 攀登真实之阶梯后, 最终彼在于诸天中。 于家室之增减中, 如闪电般迅速者,

How are the verses spoken? Whose retinue is pure, Practicing Dharma, subduing the senses, That wise Dharma king, Is born in the high realm of the heavens. Whoever possesses patience, with sweet speech, And also restrains anger and frivolity, Having governed the great earth, He becomes the chief of these gods. Purity that does not fall into partiality, Is not defeated by friends or non-friends, Because the king rules the country very fairly, He is fit to be born in the realm of the gods. The elder is very fond of the gods, The lama is the one who makes offerings, Without greed and with a steadfast mind, He is radiant among the gods. Always cultivate generosity and discipline, Speaking Dharma and subduing the senses, That king, having well held this land, Becomes the lord of the heavenly realm. The king is not controlled by women, But is always controlled by the good, Immaculate wisdom is cultivated, And is born in the pure realm of the gods. Desiring fame, But not possessing desire for wealth, Liberated from the defilement of desire, He becomes the lord of those without strife. Not being of a wrong view, And delighting in seeing that in all ways, Seeing very well and unmoving, He surpasses all those without strife. Always possessing generosity and discipline, And always going with wisdom, That one who has completely conquered the great earth, In the future, he will become the lord of the gods.
