Because for the people, the king is the most important. If there is a king who always speaks the truth, then he will completely rule the educated and certain lineage of kings with true happiness. From the root of truth comes the Dharma. And when one does not speak the truth, then one will suddenly cause wealth and homes to increase and decrease. Whoever speaks the truth and is always humble will never suddenly cause wealth and homes to increase and decrease. Not shaking the dwellings, one will never go to other places from him. One will not become unhappy. He will also be followed and attached to like a mother and a father. Always possessing inner happiness and always becoming happy and joyful. That king will also become steadfast in mind, possessing an unchanging mind, steadfast in mind, and giving happiness, after the body is destroyed. By this cause and condition, he will become the lord of the strife-free gods in the high realm of good destinies. The king should also know and practice other Dharmas, that is, the king should be diligent many times in things that are once and not once. What is this? This is to know the differences of people. Knowing the differences of people is great wisdom, and if the king knows the differences of people, he will become the vessel of the entire earth. He will also become invincible to others. No, that will be closely supported by other kings. Not an undignified person, not a person who does not know time and place, not a person who is difficult to accomplish, not a person who always does strong evils, and not a person who is completely disturbed by the place, not a person who lies and quibbles, not a person who is satisfied with the friend of essence, not a person who is useless to the world, not a person who does evil in other places, not an arrogant person, not an enemy, not a suffering person, not a person with rude words, and not a person with a rude heart. Such a bad person will not be employed. What kind of people will the king employ? Like this: not religious people and hypocrites, not arrogant people, people who tell the truth, people who are smart, people who are honest, people who are stable and do not harm others, people who are upright and abandon deception, people who most devoutly offer to the Three Jewels, people who are content and happy in their hearts, people who can control themselves, people who are often of a working nature, people who agree with worldly people, people who have compassion, people who will follow the praise of people, people who have correct views and the ability to distinguish right from wrong, people who are humble, and from birth, people who purify body, speech, and mind, do not say unfounded words, are very dependent on cause and effect, and know the ripening of karmic results, are not careless, are not easily controlled by sleep, are people who rely on good knowledge, are generous people, are people who have precepts, are people who have wisdom, people of such character will always be employed by those kings who can discern merits. By listening to the Dharma from them, he will become even more diligent in practicing the Dharma. Because he shows the proper time well, the more he practices the Dharma, the more he will possess great enjoyment. Having become possessed of great enjoyment, he will again give alms, make merit, and become disciplined. He will become impossible for anyone to tame. He will possess those qualities.
