Those born here from virtuous deeds will enjoy their share of karmic fruits, experiencing the bliss of the gods in the heavens. Thereafter, those bound by karma will fall, closely engaging in the realms of sentient beings in hells, hungry ghosts, and animals. Gods, be extremely cautious about this! Thus, I shall declare the Dharma briefly spoken by the Buddhas as numerous as the sands of the Ganges River, and whatever else leads to liberation from samsara. That is to say, conditioned by ignorance, there are formations; conditioned by formations, there is consciousness; conditioned by consciousness, there are name and form; conditioned by name and form, there are the six sense sources; conditioned by the six sense sources, there is contact; conditioned by contact, there is feeling; conditioned by feeling, there is craving; conditioned by craving, there is grasping; conditioned by grasping, there is becoming; conditioned by becoming, there is birth; conditioned by birth, there are aging, death, sorrow, lamentation, pain, displeasure, and agitation, thus this great mass of suffering arises. Furthermore, with the cessation of ignorance, formations cease; with the cessation of formations, consciousness ceases; with the cessation of consciousness, name and form cease; with the cessation of name and form, the six sense sources cease; with the cessation of the six sense sources, contact ceases; with the cessation of contact, feeling ceases; with the cessation of feeling, craving ceases; with the cessation of craving, grasping ceases; with the cessation of grasping, becoming ceases; with the cessation of becoming, birth ceases; with the cessation of birth, aging, sickness, death, sorrow, lamentation, pain, displeasure, and agitation cease, thus this great mass of suffering ceases. Thus, gods, if you see and know the entering and returning of this samsara, then defilements will be exhausted and liberation will be attained, which is called Nirvana, obtaining the indestructible, permanent, without aging, without death, and without outflows. Thus, gods, sentient beings will be liberated from this samsara. Whatever is the nature of compounded things is decay.

There is no such place in samsara as the edge without end, or the edge without exhaustion, or the edge without depletion, or the Dharma that never ceases throughout lifetimes. Where one can be eternally happy, without the edge of falling, without the edge of exhaustion and destruction, and without the nature of arising and ceasing. Then, after hearing those words from the mouth of Indra, those gods who have cultivated their minds in other lifetimes, who are very fond of the sacred Dharma, and whose minds are very attached, become mindful, and have single-minded faith in the Buddha, Dharma, and Sangha, and turn the seed of nirvana into the karma of happiness. Those who have not cultivated their minds, from then on, will again become careless and mentally disturbed, and those who are deceived by craving are happy because they possess and are endowed with the five desirable qualities of the gods. Then again, those who are deceived by them make playfulness their purpose and are happy, and thus their suffering of samsara becomes endless. Thus, when the king of the gods, Indra, preached the Dharma, the four guardians of the world were seated separately in the good Dharma hall, the assembly place of the gods, and pondered like this: Where is the king of the gods, Indra, staying with the gods? Then, as Indra was sitting on the seat of the gods, surrounded by the assembly of gods and blazing with glory, the incomparable happiness of the heavenly realm was seen from afar. Having seen that, the four guardians of the world went to where Indra was. Having gone, they spoke frankly to Indra, and sat down in one direction on the excellent and delightful seat of the gods. Then again, they rose from those excellent and delightful seats, and sat down separately towards where Indra was, and said this to Indra: King of the gods, like this, the people of Jambudvipa are diligent in the path of the ten virtuous actions and are fond of the Dharma, respecting mothers, respecting fathers, respecting ascetics, respecting Brahmins, and respecting elders. May you, King of the gods, be pleased. Then the king of the gods, Indra, heard those words.
