He did not create those forms, nor did he create the birth of those two hell beings in the heavenly realms. The Noble Dharma Mindfulness Sutra, Chapter Thirty-Nine. Then, Indra, having directly seen those gods, spoke in verses as follows: Just as the wind blows on flags, scattering them when it blows, and they wander helplessly in the sky, so too are the actions of sentient beings. Separation and dissolution, happiness and suffering, all depend on actions; without actions, there will be no entry whatsoever. The Able One (Shakyamuni Buddha) saw these and manifested the aspect of actions. The seeds of the mind are actions, like this, boundless and endless. Actions are also diverse, thus making beings diverse. Except for the Tathagata, it is difficult for sentient beings to understand. One, a hundred, a thousand, ten thousand, and a hundred thousand, which generate various kinds, the net of actions is so vast. Just as birds tied with thread, even if they live far away, are pulled back and bound, so too is this thread of actions. Thus, Indra showed those gods the various wonderful sights that sentient beings will experience in this life, those that are uncertain to be experienced, those that will be experienced after birth, and those that will be experienced in other times. Then, he also showed the immeasurable good and non-good, and the unstated, the immeasurable net of actions. Then, together with those gods, he bowed his head to the image of the Bhagavan, the deeds of the Buddha. Then, together with those gods who were weary of samsara, he emerged from the two sala trees. Then, Indra closed that door as he had agreed before. Then, Indra came out and observed those gods, seeing those reckless gods playing with each other and enjoying happiness, the king of the gods arose with compassion and spoke in verses as follows: Those who are deceived by carelessness, their minds are filled with lust, and they are always fond of food, the color of the bodies of the gods is like that of animals. When virtuous deeds are exhausted, they will fall from the heavenly realms.

Thus. At that time, you will again act with negligence. Those beings who are seized by the enemy of negligence and driven by the wind of karma, in such circumstances, the gods will fall like trees. Even if they experience birth and death hundreds or thousands of times from the heavenly realm, they will not feel weary, and great sorrow will arise in their hearts. Thus, Indra will go to the places of the gods, and those gods, seeing the king of the gods, will be extremely joyful and quickly go forth with reverence. Then, Indra, together with those gods, in order to capture their minds, will engage in singing, dancing, and playing in the gardens with five kinds of musical instruments and in pleasant places near the gardens, enjoying happiness. Those gods who dwell outside the pair of Sala trees will also be happy in those places with rivers and gardens near the gardens. Indra will also go to the Good Dharma Hall together with all the gods dwelling in the Good Dharma Hall. Those gods dwelling inside the pair of Sala trees will be happy as long as the lovely and pleasing deeds they have done and accumulated have not been exhausted and have not reached their end. Then, they will die from that heavenly realm, and after death, they will be reborn in hell, as hungry ghosts, and in the animal realm, according to the way their karma leads them. If they are reborn as humans due to the karma that allows them to experience things individually, then due to the corresponding cause, they will be constantly happy, becoming the owners of gardens, living by means of gardens, or living in gardens, or dwelling in the Himalayas, constantly happy. Seeing. Then, the monk, knowing the ripening of the fruits of karma, will contemplate the abodes of the gods of the Thirty-Three. With the wisdom arising from hearing, he sees the abodes of the gods of the Thirty-Three, just as one walks with eyes open and walks with eyes closed. There, he wonders which beings will be born there? He examines with the wisdom arising from hearing those who have practiced the end of good deeds, who have an upright nature, who are without deceit, who do not harm others, who have faith in karma and its results, and who have right view.

Whoever possesses the completeness of correct action, if they become wealthy with many possessions, they give alms. For the sake of merchants entering the ocean, they give a Dharma ship, and the merchant also boards that ship. Being extremely wealthy, they give alms. If they do not live by pure merit, then they give alms and create merit in this way. What is abandoning taking what is not given? Sometimes, fearing another faction or fearing the king, they enter a road without villages, causing them to enter. Even after entering, they fear the consequences of karma. Those with faith do not fear the king's punishment. Thereafter, they do not even take a small blade of grass. This is abandoning taking what is not given. What is abandoning killing? Here, they do not kill creatures with two-headed centipedes that are fully controlled. They do not even think of evil in their minds. In places where lions and tigers roam, for the purpose of killing them, if those hunters set traps, then they give those hunters wealth, freeing them from those traps. They do not speak pleasing words to them, but restrain their minds and connect others to that same virtue. They fully establish it, repeatedly acting well, and others act extremely well with others. Thus, that person who abandons killing and taking what is not given focuses on virtuous actions. Their actions are accomplished, and all their thoughts are fulfilled by the gods. Their countenance is bright, and they are worshipped by the gods. These are the fruits of their actions that appear in this life. Later, after separating from the body and dying, they will be born among the gods of the Thirty-Three Heavens of the happy realm. Having practiced the complete result of good deeds, they will be born in the place where the gods of the Thirty-Three Heavens go, opening and closing their eyes. Having been born there, that extremely delightful place, adorned by the complete result of good deeds, is beyond the comprehension of all people's thoughts. They will be born there. That god's own light and bliss
