Furthermore, due to ignorance of the extremely skillful means, to those sentient beings who delight in killing living beings and even holding wrong views, they teach the profound Dharma of the Great Vehicle. They do not teach them to be weary and fearful of dying and being reborn elsewhere from this cycle of existence, experiencing the ripening of the fruits of suffering, and to abandon sinful and unwholesome dharmas. Furthermore, due to ignorance of the extremely skillful means, to those sentient beings who are inclined to keep the precepts, they cause them to practice generosity. To those sentient beings who are inclined to cultivate patience, they teach them to abandon patience and cause them to keep the precepts. To those sentient beings who are inclined to cultivate diligence, they teach them to abandon diligence and cause them to practice patience. To those sentient beings who are inclined to cultivate meditation, they teach them to abandon meditation and cause them to diligently engage in diligence. To those sentient beings who are inclined to cultivate wisdom, they teach them to abandon wisdom and cause them to cultivate meditation. In this way, Bodhisattvas, due to ignorance of worldly skillful means, are unable to truly benefit and bring happiness to sentient beings, and instead become evil friends to all sentient beings. This skillful means is with an object of focus and with attachment. This is called the Bodhisattva's worldly skillful means. In this way, this worldly skillful means is common to the Hearers and Solitary Buddhas' Vehicle, and is not the wheel of great armor. Nor should Bodhisattvas be called great beings, because they are not the true fields of merit for all Hearers and Solitary Buddhas. How then is a Bodhisattva one who possesses extremely skillful means that transcends the world? It is like this: Bodhisattvas abandon their own benefit and wholeheartedly work for the benefit of others, manifesting various crafts and arts, in order to fully ripen beings, they show reverence and make offerings to the Buddhas, the Bhagavat, Bodhisattvas, Hearers, Solitary Buddhas, and their fathers and mothers, and with skillful means they liberate and gather those who are sick, impoverished, afflicted, without protectors or refuge, and those who are tormented by many kinds of suffering.

Through four kinds of faith, beings are fully matured. According to their faith, faculties, and capacity, the sacred Dharma is taught to beings. Furthermore, gradually encouraging the Shravaka-yana practitioners to learn and diligently practice the Pratyekabuddha-yana, and encouraging the Pratyekabuddha-yana practitioners to learn and diligently practice the Mahayana. If the faculties of the Shravakas and Pratyekabuddhas are not yet mature, then the Dharma of the suffering of samsara is taught, causing them to be weary of samsara, and encouraging them to seek Nirvana. For those beings who are attached to taking life up to wrong views, according to their faculties and nature, the Dharma of revolving in samsara is taught, as well as rebirth from this world to the next, and the experience of the fruits of suffering in the next world, thereby causing them to fear and be weary of sinful and unwholesome dharmas. For some beings, the Dharma corresponding to the Shravaka-yana is taught. For some beings, the Dharma corresponding to the Pratyekabuddha-yana is taught. For some beings, the unsurpassed Dharma of the Mahayana is correctly taught, and they are gradually guided to learn. For those beings who have faith in generosity, the excellence of guarding perfectly pure morality is taught. Similarly, extensively, for those beings who have faith in meditation, the unsurpassed wisdom, gathered by the excellence of the unpolluted noble path, is taught, and they are encouraged to be diligent. This extremely skillful method is without object and without attachment. This is called the great wheel of armor of skillful means that transcends the world of the Bodhisattva. Son of the lineage, if a Bodhisattva Mahasattva possesses this great wheel of armor of extremely skillful means, from the very beginning of generating the mind of enlightenment, by completely abandoning the five desires, he is called a Bodhisattva Mahasattva. He far surpasses all Shravakas and Pratyekabuddhas, becomes a vast field of merit for all Shravakas and Pratyekabuddhas, and is an object to be offered to, protected, and revered by all Shravaka and Pratyekabuddha-yana practitioners. Then, the Bhagavan, in order to clearly reiterate those meanings, spoke verses.
