Having shaved their hair and beard, if those of royal lineage, etc., scold and revile monks wearing saffron robes, saying that they cannot be punished with penalties, who is it that despises and disparages? Is it that they scold and revile all who have gone forth? If they are punished with penalties, then how will the ripening of the fruit of impropriety increase, as has been explained? Furthermore, in my teaching, if someone goes forth from home to homelessness, having shaved their hair and beard and wearing saffron robes, then all the Buddhas, the Bhagavat, who have passed away, who have not yet come, and who are dwelling now, will hold them in their compassion. Also, for conduct, attire, and wearing religious robes, all the Buddhas, the Bhagavat, who have passed away, who have not yet come, and who are dwelling now, will also hold them in their compassion. Therefore, if one despises and disparages those who have gone forth, having shaved their hair and beard and wearing saffron robes, that is despising and disparaging all the Buddhas, the Bhagavat, who have passed away, who have not yet come, and who are dwelling now. Because of that cause and that condition, wise and intelligent people, weary and fearful of suffering, those who desire the happiness of gods, humans, and nirvana, should not despise and revile those who have gone forth from home to homelessness, having shaved their hair and beard and wearing saffron robes. Those shameless ascetics whose discipline is ruined, who have not become vessels of the noble Dharma of the three vehicles, are manifestly attached to the sins of their own evil views, and cause others to be attached to the sins of evil views. They say that there is no merit for those of royal lineage, ascetics, Brahmins, ministers, householders, merchants, Jews, commoners, men, and women. Furthermore, they say that there is no father or mother in the world, and that there is no virtue or non-virtue, and no ripening fruit, and no attainment of the fruit of the noble path. They also say that all dharmas are not born from causes. Furthermore, they hold that the realm of form is permanent and not subject to destruction, or they hold that the formless realm is permanent and not subject to destruction. Some have reached the ultimate state through the asceticism of non-Buddhists.
