It is not teaching the Dharma. For example, all the extensive explanations from the aggregates, elements, and sense bases to existence and non-existence are completely pacified, thereby teaching the sacred Dharma to sentient beings. Therefore, it is called immaculate. Conduct means that in order to completely sever death from here and rebirth elsewhere, the Dharma is taught to sentient beings. From completely severing the aggregates, elements, and sense bases, to similarly extensively severing between existence and non-existence, teaching the Dharma to sentient beings is called conduct. Wheel means that just as the light of the full moon is extremely cool and bright, appearing unobstructed in the sky, becoming an unobstructed realm of activity in all directions, similarly, the Tathagatas and Bodhisattvas' countless miracles, superknowledge, knowledge transmission, what should be learned, and the three wheels of supreme victory, unimpededly in all realms of the world, for the benefit and happiness of all sentient beings who have become vessels, causing sentient beings not to take refuge in others, not to be mixed with all worldly wrong views, not to be mixed with all Shravakas and Pratyekabuddhas, severing all the sufferings of samsara for sentient beings, thereby attaining the extremely blissful Nirvana of Bodhi, this is called the wheel. Therefore, these are the immaculate wheels of conduct of the Buddhas and Bodhisattvas. So, what is the wheel of conduct without acceptance? Just as the orb of the sun shines unimpeded on all things, the sacred Dharma is taught without attachment according to the faculties and vessels of the three vehicles. The Tathagata teaches the Dharma to sentient beings, just as space has no different characteristics, with immeasurable samadhi, the power of liberation, and complete adornment, the sacred Dharma is taught to sentient beings without attachment. The Bodhisattva Mahasattvas who have donned great armor are the same when teaching the Dharma to others; teaching the Dharma is neither existent nor non-existent.
