If this is the case, in times when there is no (Dharma), those monks who break the precepts and behave unwholesomely, those who are not practitioners but claim to be practitioners, those who do not have pure conduct but claim to have pure conduct, what methods should the monastic community of monks use to discuss and expel them?" The Blessed One instructed the Venerable Upali: "I do not allow non-Buddhists and householders to discuss the faults of monks. The monastic community of monks should also not be allowed to discuss the faults of monks who have broken the precepts without being in accordance with the Dharma and without understanding, let alone expel or banish them. If they are not in accordance with the Dharma and do not understand, and they discuss the faults of monks who have broken the precepts, or if they expel them, they will incur great sin. Upali, it should be understood in this way: if one does not act in accordance with the Dharma and does not understand these ten situations, and discusses the faults of monks who have broken the precepts, one will incur great sin. Wise people should not do this. What are these ten situations?
