A student should also not associate with a monk who has broken his vows and commits sins, who is like a corpse. Upali also said: "Venerable Lord, if a monk who has broken his vows and commits sins is expelled after the Sangha has inquired, but he pleases the king and great ministers with the power of wealth and jewels, the power of much learning, the power of speech and confession, and various means, so that all become friends with those of evil conduct, and he is forcibly kept with great power, and the monk who has broken his vows dwells with the Sangha, what should the Sangha do at that time?" The Blessed One said: "At that time, the monks in the Sangha who are modest, ashamed, and virtuous, for the sake of protecting the precepts, should not generate hatred towards the monk who has broken his vows, and without harming the king and great ministers, they should make a request, abandon that place, and go to another place. Chapter Four. Then the Bodhisattva Mahasattva Earth Treasury said to the Blessed One: "Venerable Lord, if the Buddha-field is afflicted with the five degenerations and the Tathagata does not dwell there, then the sentient beings dwelling there will be tormented by afflictions, engage in unwholesome deeds, and become of a foolish nature, extremely difficult to subdue, those of the Chandala caste, ministers of the Chandala caste, householders of the Chandala caste, merchants of the Chandala caste, Brahmins of the Chandala caste, and so forth, those with small roots of virtue, without faith, living by deceit and trickery, fools who are proud of their knowledge, not fearing the fruits of suffering in the next life, abandoning virtuous friends, those who without interruption enter and descend into the hells, for the sake of gain and profit, rely on monks who have broken their vows and commit sins, become friends with those who engage in non-Dharma, all without satiety, I will go to those places where sentient beings without interruption enter and descend into the hells, in order to benefit those sentient beings with the Dharma of the Buddha, the Blessed One, for the sake of happiness and comfort, unsurpassed."

Having taught and guided with the supreme Dharma like nectar, and caused them to practice it, from the lowest of the royal caste to the lowest of the Brahmin caste, I shall completely turn back sentient beings from falling into the uninterrupted hell. The Bhagavan spoke thus to the Bodhisattva Mahasattva Ksitigarbha: "Son of good family, in the future, in the age to come, in this Buddha-field, sentient beings will be tormented by afflictions and will commit sins. Those who are childish, ignorant, and difficult to tame, whether they are the lowest of the royal caste, or the lowest of the ministers, or the lowest of the householders, or the lowest of the merchants, or the lowest of the renunciates, or the lowest of the Brahmins, and so forth, have little root of virtue, have no faith, live by deceit and duplicity, are ignorant, are conceited, abandon virtuous friends, their words are not true, they do not listen to the teachings of virtuous friends, but rather despise and control them, they are filled with evil words, they doubt the sacred Dharma and have wrong views, they do not fear the suffering results of the next world, they are always happy to rely on those of evil conduct, they delight in engaging in actions from killing to wrong views, and deceive the world with deceit and duplicity, and from the lowest of the royal caste who harm themselves and others, to the lowest of the Brahmin caste, they destroy my Dharma, even if they are ordained in my teachings, their discipline is lax, and they are eager to engage in worldly affairs, and are honored and offered to with respect by the royal caste and Brahmins and so forth, they are greedy for profit, and speak only words for the sake of seeking wealth, their actions do not match, they are happy to send messages and letters to each other, and engage in trade and profit, and study worldly learning for distant benefits, and are happy with the work of plowing fields, and hide wealth and jewels and so forth, and protect houses and wives and children, and control spirits with worldly mantras and mudras, and observe good and bad omens, and mix medicines and heal diseases, and live by these riches, and are attached to food, drink, clothing, and precious ornaments, and do household affairs."
