Until entering that (Nirvana) city. Some, upon seeing, remember wisdom and generate increased aspiration. Due to that cause and that condition, from delighting and rejoicing in hearing the sacred Dharma, reading, and reciting, until entering the great city of complete Nirvana. Some, upon seeing, remember the roots of virtue previously generated, and generate increased aspiration, even to the point of speaking with a smile, joyfully conversing, and prostrating at their feet. Due to that cause and that condition, they are born into noble and high lineages, as well as pure lineages, and all immeasurable beings rejoice upon seeing them, even to the point of entering the great city of complete Nirvana without fear. Son of lineage, those who have renounced in my teachings, even if their discipline is broken, merely seeing their form and attire will cause these ten kinds of increased aspiration to arise in beings, thereby obtaining immeasurable accumulations of precious qualities. Therefore, kings, great ministers, powerful individuals, and so on, should not whip or strike them with whips, sticks, and so on, imprison them in jails, scold or revile them, cut off their limbs, or even deprive them of their life force. Furthermore, Great Brahma, having taken refuge in me, those who have renounced, even if their discipline is broken and they engage in non-virtuous practices, like a rotten winter melon filled with impure things, claiming to be a Shramana when they are not, claiming to practice celibacy when they do not, defeated by many afflictions, like a rotten, overturned object, that Bhikshu, although his discipline is broken and he engages in non-virtue, becomes the teacher and guide of all beings such as gods, nagas, yakshas, gandharvas, asuras, garudas, kinnaras, mahoragas, humans, and non-humans, becoming a supreme virtuous friend, becoming a treasure of immeasurable qualities. Thus, although that Bhikshu is not a vessel of the Dharma, having shaved his hair and beard, wearing saffron robes, his attire and conduct conforming to those of the noble ones, merely seeing him.

May immeasurable beings increase and develop their roots of virtue in various ways. Furthermore, may immeasurable beings be born as gods in the heavens and enter the correct path of liberation. Therefore, those who have gone forth, having taken refuge in me, whether they keep their vows, break them, or have no vows, even if a wheel-turning king, another king, or ministers, etc., do not allow them to engage in the ways of householders, let alone beat them with whips and sticks, strike them, imprison them, scold and insult them, cut and sever their limbs, and separate them from their life force, and other unrighteous acts. Great Brahma, although I have said that a monk who breaks his vows and engages in evil is like a corpse in my teachings, he still has the power of having gone forth, vows, and remaining qualities. For example, when a yak or a musk deer dies and is separated from consciousness, although it is a corpse among animals, the yak has bezoar and the musk deer has musk, which brings great benefit and happiness to immeasurable beings. Similarly, although I have said that a monk who breaks his vows is like a corpse in my teachings, he can still bring great benefit and happiness to immeasurable beings through the power of having gone forth, vows, and remaining qualities. Great Brahma, for example, merchants enter the great ocean, kill countless beings of the same kind, take out their eyes, and mix the fruit of the eyes with a fruit called "steadfast," and they can make a precious eye medicine. If any blind beings, without eyes, who are born blind from the womb, are smeared with this precious eye medicine, they will be free from all eye diseases, and their eyes will become sharp and clear. Similarly, although I have said that a monk who breaks his vows is like a corpse in my teachings, because he has the conduct and appearance of having gone forth, immeasurable beings, even by seeing him for a moment, will obtain the eye of perfectly pure wisdom.

If so, needless to say, one can preach the sacred Dharma to others. Great Brahma, it is like this: when incense is burned, the incense itself burns and disappears, but the fragrance makes others smell it. Similarly, a monk who has broken his vows, although he is no longer a fertile field of merit because of his broken vows, and is burned day and night by the fire of faith, and falls into the three lower realms after his life ends, can become the cause of benefit and happiness for immeasurable sentient beings, making them feel the fragrance of being born in the heavens and attaining Nirvana. Therefore, Great Brahma, all householders should offer and serve with respect to a monk who has broken his vows and behaves wickedly like this; but for those who have renounced, I do not allow them to be whipped and beaten with sticks, imprisoned, insulted and scolded, limbs cut off, and life deprived. For those completely pure Sanghas, it is not allowed to perform Uposatha, not allowed to enter the Sangha, not allowed to expel from the Sangha, not allowed to use all the property, enjoyment, food, drink and living utensils of the Sangha of the four directions, not allowed to enter among all those who perform the work of taming the Shramanas, only that he cannot be whipped, beaten, bound and deprived of life, etc. Then, the Blessed One spoke in verse: Even if the Champaka flower is old, it is still more beautiful than other flowers. Even if a monk has broken his vows and behaves wickedly, he is superior to all heretics. Furthermore, Great Brahma, there are five kinds of major sins of uninterrupted karma. What are the five? Intentionally killing one's father, intentionally killing one's mother, intentionally killing an Arhat, dividing the Shravaka Sangha with wrong views, and drawing blood from the Buddha's body with malice. These five kinds of sins are called the major sins of uninterrupted karma. If someone commits any one of these five kinds of sins, they are not allowed to renounce and receive full ordination. If...
