圣法衰败,会使完全清净的僧团蒙受污点,并且会使所有应作为沙门的事业都变得不合适。虽然可以享用四方僧团的财物,然而,从志同道合的僧团中获得比丘戒,守持戒律不舍弃,比所有在家众都殊胜。如果根本罪衰败都是如此,更何况其他违犯的细微罪过呢?因此,国王、大臣和在家众都不能轻蔑或辱骂,也不能用刑罚来惩处。这是为什么呢?种姓之子。 过去世,在名为喀什的地方,有一位名为梵天施的国王。他命令五个旃陀罗说:“你们现在去雪山脚下,那里有一头六牙象,名叫优钵罗眼。你们去拔掉它的象牙,如果你们得不到,就别想活命。”当时,那些旃陀罗为了保全性命,拿着弓箭,穿着彩色的衣服,伪装成沙门的模样,前往雪山脚下寻找象王。到达那里后,一头母象看到他们,因为以前从未见过,又看到他们拿着弓箭,感到害怕,便跑到象王那里,说道:“大天,您没看见吗?有些人拿着弓箭,慢慢地靠近,难道不会成为我们生命的障碍吗?”象王抬起头来,看到那些剃了头发和胡须,穿着彩色衣服的人走来,便对母象说了这些偈颂:恒河沙数佛,身披胜幢法衣者,已断一切诸罪业,决定不害诸有情。 然后,母象也用偈颂回答说:虽如着法衣,然皆手执弓,此无有慈悲,暴恶旃陀罗,乐于作罪业。 然后,象王也用偈颂说道:

The decline of the sacred Dharma will taint the entirely pure Sangha, and will make all activities that should be done as a renunciate unsuitable. Although one may enjoy the wealth of the Sangha of the four directions, nevertheless, having received ordination from a harmonious Sangha, maintaining vows without abandoning them is superior to all householders. If the decay of the root sins is like that, what need is there to mention the decay of other minor sins that are transgressions? Therefore, kings, ministers, and householders should not despise or revile, nor should they punish with penalties. Why is that? Son of good family, In the past, in a place called Kashi, there was a king named Brahma-datta. He commanded five Chandalas, saying, "You go now to the foot of the Snowy Mountain, where there is an elephant with six tusks, called Utpala-eye. You must pull out its tusks, and if you do not obtain them, do not expect to live." At that time, those Chandalas, for the sake of their lives, took up bows and arrows, wore colorful clothes, disguised themselves as renunciates, and went to the foot of the Snowy Mountain to find the elephant king. When they arrived there, a female elephant saw them, and because she had never seen them before, and saw that they were carrying bows and arrows, she was frightened and ran to the elephant king, saying, "Great Lord, have you not seen? Some people are carrying bows and arrows, slowly approaching. Will they not become an obstacle to our lives?" The elephant king raised his head and looked, and saw those who had shaved their hair and beards, wearing colorful clothes, coming. Then he spoke these verses to the female elephant: Buddhas like the sands of the Ganges, those wearing the victory banner of Dharma robes, having abandoned all sins, will certainly not harm sentient beings. Then, the female elephant also replied with verses: Although they appear to wear Dharma robes, they all hold bows in their hands. These are merciless and cruel Chandalas, delighting in committing sins. Then, the elephant king also spoke in verses:

Wearing robes, it seems, the root of love and compassion is this. For the sake of loving and cherishing all sentient beings, these must have taken refuge in the Buddha. You should not hesitate about this, it is good to quickly follow that mind. These wearing colored robes are saviors from the ocean of samsara. Then, at that time, those outcasts shot the elephant king with a poisonous arrow, piercing his heart as if shot by an arrow. Then, the mother elephant cried out with a loud voice, choking with her voice, she spoke this verse: Those wearing robes, I thought they had taken refuge in the Buddha. Although the attire seems very peaceful, a malicious heart burns within. Shooting an arrow at the body of a god, in order to completely destroy that enemy, quickly crush all bodies, and deprive them of the power and ability to live. Then, the elephant king spoke this verse: Even losing the life of survival is easy, but one should not generate a sinful mind. Even though these people have a deceptive mind, their attire resembles the disciples of the Buddha. The mind of the wise is pure, not for the sake of life, but for the sake of saving many people, constantly practicing the conduct of enlightenment. At that time, the elephant king generated a compassionate heart and said to those people: What do you want from me? They said: We want your tusks. The elephant king was very happy, pulled out his tusks and gave them to them, and spoke this verse: Without thoughts of anger and stinginess, I give you my white tusks, may the merit of this generosity manifest as enlightenment, may it pacify the afflictions and diseases of beings! Son of the lineage, in the past, the elephant king was born as an animal, and also because he wanted unsurpassed perfect enlightenment, he gave up attachment to body and life, and in order to make offerings and respect to the one wearing robes, even if he was treated as an enemy, he did not retaliate, look at that. In the future, royal caste outcasts, as well as ministers and, householders and, merchants and, ascetics and, Brahmin outcasts, etc.

Although I am truly of a foolish nature, I boast of having a little knowledge. I live by deceit and deception, deceiving the world, and without fearing the suffering of future lives, I have taken refuge in my teachings and become ordained. I harm and injure all those who have become vessels of the Dharma and those who have not, scolding and reviling them, beating and whipping them, throwing them into prison, and even depriving them of their lives. This is a great transgression against the vows of the Buddhas, the Blessed Ones, who abide in the past, future, and present. Without a doubt, they will fall into the great hell of uninterrupted suffering. All roots of virtue are completely burned and the lineage is cut off, so all wise people should completely abandon them. Although they commit such great sins, they live by deceit and deception, and being controlled by pride, they also claim individually, in order to deceive the world: "We also desire the unsurpassed, perfect, and complete enlightenment. We will attain enlightenment through the Great Vehicle." For example, it is impossible for a person to pluck out his own eyes and become blind, and then climb a great mountain in order to show others the way. Similarly, in the future degenerate age, kings of low birth, ministers, householders, merchants, and degenerate ascetics and Brahmins will be the same. They will harm and injure disciples who have taken refuge in my teachings and become ordained, whether they are vessels of the Dharma or not, scolding and reviling them, beating them, throwing them into prison, and even depriving them of their lives.
