種姓之子,再者,剎帝利種姓的旃陀羅,以及大臣、家主、商人和沙門、婆羅門等旃陀羅們,從戒律敗壞、行惡的出家眾之後,那個教法就那樣興盛,在那地方成為法器的,成為真實福田的,所有剎帝利種姓的旃陀羅等,生起捨棄之心,不救護或守護。百中,即使在那地方住下來,也不喜歡住在依靠法的在家眾,也不再三去施主家裡,即使片刻去一下,也守口如瓶不說話,如果說話,也是虛假的放逸。不在家人面前嘲笑或輕蔑戒律敗壞者,不說也不談論那些戒律敗壞、行惡的出家眾的過失,總是完全捨棄依靠福田的戒律敗壞者。那些戒律敗壞、行惡的出家眾,反而對守護戒律、具備功德者生起憤怒和 嗔恨之心,加以輕蔑和辱罵,在剎帝利種姓的旃陀羅和沙門、婆羅門旃陀羅之間,對在家人諂媚,在女人面前獻媚,用各種各樣的虛假之詞欺騙,嘲笑和誹謗那些守護戒律者,加上各種各樣的惡語。從剎帝利種姓的旃陀羅到婆羅門旃陀羅之間,那些所有我的弟子,少欲知足,守護戒律,多聞,對具備勇氣的出家眾嗔恨,生起憤怒之心,用各種各樣的粗暴言語加以嘲笑和誹謗,使他們身心不安。此外,還搶奪法衣、缽和生活的用具,使他們為生活所迫。此外,還搶奪四方僧眾的財物,不讓他們使用。有些人被關進監獄,被扔進鐵、捆綁和木枷等刑具中。有些人被砍斷身體的肢體。

Son of lineage, furthermore, the Chandalas of the Kshatriya caste, as well as ministers, householders, merchants, and Shramanas, Brahmins, and other Chandalas, following the monks who have broken their vows and engage in evil deeds, that Dharma flourishes in that place, becoming vessels of Dharma, becoming fields of true merit, all the Chandalas of the Kshatriya caste, etc., generate a mind of abandonment, and do not rescue or protect. Even if they settle in that place, they do not like to dwell relying on the Dharma of householders, nor do they repeatedly go to the house of the patron, and even if they go for a moment, they keep their words and do not speak, and if they speak, it is with false carelessness. They do not ridicule or despise those who have broken their vows in front of the householders, and they do not speak or discuss the faults of those monks who have broken their vows and engage in evil deeds, and they always completely abandon those who have broken their vows, relying on the field of merit. Those monks who have broken their vows and engage in evil deeds, on the contrary, generate anger and hate towards those who uphold their vows and possess virtuous qualities, and despise and insult them. Between the Chandalas of the Kshatriya caste and the Shramanas and Brahmin Chandalas, they flatter the householders, fawn over women, deceive with various kinds of false words, ridicule and slander those who uphold their vows, and add all kinds of evil words. From the Chandalas of the Kshatriya caste to the Brahmin Chandalas, all those disciples of mine, with few desires and contentment, upholding their vows, learned, hate the Shramanas who possess courage, generate a mind of anger, and ridicule and slander them with all kinds of harsh words, making them uneasy in body and mind. Furthermore, they also seize their Dharma robes, begging bowls, and necessities of life, making them busy with life. Furthermore, they also seize the property of the Sangha of the four directions, not allowing them to use it. Some are imprisoned and thrown into instruments of torture such as iron, shackles, and wooden yokes. Some have their limbs of their bodies cut off.

有的被处以斩首。种姓之子,你看着!如此从种姓低贱的国王到苦行者和种姓低贱的婆罗门之间,那些种姓低贱者依赖于戒律败坏、行恶的比丘,从而造作如此巨大的各种罪恶。将堕入无间有情地狱。任何有情造作了五无间罪,或者摧毁了戒律的根本,或者造作了接近无间罪的罪业,或者自性罪,或者制立罪,比起这些,从种姓低贱的国王到苦行者和种姓低贱的婆罗门之间,依赖于戒律败坏、违背佛法者,罪业更加严重。种姓之子,如此戒律败坏、行恶的比丘们,虽然造作了如此违背佛法的巨大罪业,然而,如果他们安住于我的教法,剃除头发和胡须,穿着袈裟,行为和仪态与圣者们相符,那么国王、大臣和居士们也不允许将他们与居士的法行相结合,更何况是鞭打、殴打、监禁、呵斥和责骂、砍断肢体、剥夺生命等不如法行为。国王、大臣或居士们如果那样做了,将会获得巨大的罪恶,毫无疑问会转生到无间有情地狱。如此,即使对于戒律败坏、行恶的比丘也不允许施以惩罚,更何况是对于具有戒律、行善者呢?种姓之子,任何比丘即使仅仅失去了一个戒律根本罪,也被称为戒律败坏、行恶的比丘,但是,按照教法,具有信心的僧团所作的事业的誓言不会中断,即使被置于学处和戒律之间,也仅仅存在着清净的佛法之语,对此,国王、大臣、居士和没有誓言者也不允许轻蔑侮辱或施以惩罚。如此,那位比丘不是佛法的法器。

Some were subjected to beheading. Son of good family, look! Thus, from the low-caste kings to the ascetics and low-caste Brahmins, those low-caste people, relying on monks who have broken their vows and engage in evil deeds, commit such great and various sins. They will fall into the hell of uninterrupted sentient beings. Whatever sentient beings commit the five heinous crimes, or destroy the root of discipline, or commit sins close to the heinous crimes, or natural sins, or prescribed sins, than these, from the low-caste kings to the ascetics and low-caste Brahmins, relying on those who have broken their vows and act contrary to the Dharma, the sins are even greater. Son of good family, although such monks who have broken their vows and engage in evil deeds have committed such great sins contrary to the Dharma, however, if they abide in my teachings, shave their hair and beards, wear kasaya robes, and their conduct and demeanor are in accordance with the noble ones, then the kings, great ministers, and householders should not even allow them to be associated with the practices of householders, let alone such unrighteous acts as whipping, beating, imprisoning, scolding and rebuking, cutting off limbs, and taking away life. If kings, ministers, or householders do so, they will incur great sins and will undoubtedly be reborn in the hell of uninterrupted sentient beings. Thus, even for monks who have broken their vows and engage in evil deeds, it is not permissible to inflict punishment, let alone for those who possess vows and engage in virtuous deeds? Son of good family, any monk who has lost even one of the root sins of discipline is called a monk who has broken his vows and engages in evil deeds, but according to the Dharma, the vows of the Sangha made by faithful people will not be interrupted, even if placed between the training and the discipline, there is only the word of pure Dharma, and to this, kings, ministers, householders, and those without vows are not allowed to despise, insult, or inflict punishment. Thus, that monk is not a vessel of the Dharma.
