བསམ་པ་དང་། ལས་དང་། མྱོང་བའི་ཆོས་ཀུན་མཁྱེན་པས་ཅི་དང་ཅིས་འདུལ་བ་བཞིན་དུ་ཕན་པ་དང་བདེ་བའི་དོན་གྱིས་འཇིགས་པ་མེད་པ་ལ་བདེ་བར་བཀོད་དོ། །འཇིགས་པ་མེད་པས་ང་ནི་དྲང་སྲོང་ཆེན་པོའི་གནས་སུ་དམ་བཅའ་ཞིང་སངས་རྒྱས་ཀྱི་འཁོར་ལོ་རབ་ཏུ་བསྐོར་ནས་ལྷ་དང་བདུད་དུ་བཅས་པའི་མུ་སྟེགས་ཅན་ལོག་པར་སྨྲ་བ་ཐམས་ཅད་བཏུལ་ཏེ་འཁོར་མང་པོའི་དཀྱིལ་འཁོར་དུ་སེང་གེའི་སྒྲ་སྒྲོགས་སོ། །རིགས་ཀྱི་བུ་འདི་ལྟ་སྟེ། རྒྱལ་རིགས་རྒྱལ་ཐབས་སྤྱི་བོ་ནས་དབང་བསྐུར་བའི་རྒྱལ་པོ་ཆེན་པོ་ནི་བདག་གི་ཡུལ་ན་གང་ཟག་ཇི་སྙེད་ཅིག་འཇིག་རྟེན་གྱི་ལྷ་དང་མུ་སྟེགས་ཅན་རྣམ་པ་སྣ་ཚོགས་ ལ་སྐྱབས་སུ་སོང་ཞིང་ལོག་པ་ལ་དད་པ་དང་། ལོག་པར་ལྟ་བ་དང་། ལོག་པ་ལ་སློབ་པ་དང་། ལོག་པའི་བརྟུལ་ཞུགས་ལ་མངོན་པར་ཞེན་ཏེ། ལོག་པའི་ལྟས་བཟང་ངན་ལ་ཆགས་ནས་དོན་མེད་པའི་སྡུག་བསྔལ་རྣམ་པ་སྣ་ཚོགས་ཀྱིས་སྡུག་བསྔལ་བར་གྱུར་པ་དག་རྒྱལ་པོ་ཆེན་པོ་དེས་ཤེས་ནས་རྟག་ཏུ་ཡང་དང་ཡང་བསྡུས་ཏེ། རྒྱལ་པོ་སྔ་མའི་དམ་པའི་ཆོས་ལུགས་ཀྱིས་རྒྱས་པར་བསྟན་ནས་ལོག་པར་ལྟ་བ་དང་། ལོག་པར་དད་པ་སྤོངས་ལ། རྒྱལ་པོ་སྔ་མའི་ཆོས་ལུགས་བསླབ་པ་ལ་ནན་ཏན་དུ་སྤྱོད་ཅིག་པར་བཀས་བཏགས་ཏེ། ཡུལ་དེ་ན་གནས་པའི་སེམས་ཅན་ཐམས་ཅད་འཇུག་པ་གཅིག །ཕྱོགས་པ་གཅིག །བསམ་པ་གཅིག །འདོད་པ་གཅིག་པར་ཐམས་ཅད་འཐུན་པར་རྒྱལ་པོ་སྔ་མའི་དམ་པའི་ཆོས་བཞིན་དུ་གནས་པ་དང་། བཀའ་བཞིན་དུ་ཉན་ཅིང་རྗེས་སུ་སྤྱོད་པས་དེ་ན་གནས་པ་ཐམས་ཅད་འཐུན་པར་གང་བྱ་བར་རིགས་པ་རྣམས་བྱེད་དོ། །རྒྱལ་རིགས་རྒྱལ་ཐབས་སྤྱི་བོ་ནས་དབང་བསྐུར་བའི་རྒྱལ་པོ་ཆེན་པོ་ཡང་རྟག་ཏུ་བློན་པོ་རྣམས་དང་འདུས་ནས་སྟོན་མོ་བྱེད་ཅིང་ལོངས་སྤྱོད་དེ། དགའ་བས་རོལ་ཅིང་གཤེགས་པས་གྲོས་འཐུན་པས་རྒྱལ་པོའི་ལས་བྱེད་དོ། །རིགས་ཀྱི་བུ་རྒྱལ་རིགས་རྒྱལ་ཐབས་སྤྱི་བོ་ནས་དབང་བསྐུར་བའི་རྒྱལ་པོ་ཆེན་པོ་དེ་ལྟར་རྒྱལ་པོའི་འཁོར་ལོ་བཞི་པོ་འདི་དང་ལྡན་ཏེ། འཁོར་ལོ་དེའི་དབང་གིས་བདག་གི་ཡུལ་རབ་ཏུ་བདེ་ཞིང་སྐྱིད་པ་དང་། ཕས་རྒོལ་བའི་དགྲ་ཐམས་ཅད་དང་། གྲོགས་པོ་ངན་པ་བཏུལ་ཞིང་ལུས་སྲུང་བའི་ནན་ཏན་ལ་མཁས་པས་ཚེ་ཡང་རིང་བར་འགྱུར་རོ། །རིགས་ཀྱི་བུ་དེ་ལྟར་དེ་བཞིན་དུ་དེ་བཞིན་གཤེགས་པ་ཡང་ཤིན་ཏུ་ཐབས་མཁས་པའི་མོས་པ་མཁྱེན་པའི་ཡེ་ཤེས་དང་ལྡན་པས་འཇིག་རྟེན་ན་ལོག་པ་ལ་ཕྱོགས་པ་རྣམ་པ་སྣ་ཚོགས་དང་། ལོག་པར་ལྟ་བ་དང་། ལོག་པའི་བསམ་པ་དང་། ལོག་པའི་ཆོས་ལ་མོས་པ་དང་། ལོག་པའི་ལས་སྤྱོད་པ་དེའི་རྒྱུ་དེའི་རྐྱེན་གྱིས་སྡུག་བསྔལ་ཚད་མེད་པ་མྱོང་བར་དེ་བཞིན་གཤེགས་པས་མཁྱེན་ཅིང་གཟིགས་ནས་རྟག་ཏུ་ཡང་དང་ཡང་འཁོར་མང་པོ་བསྡུས་ཏེ་སྔ་མ་འདས་པའི་སངས་རྒྱས་བཅོམ་ལྡན་འདས་ཀྱི་ དཀོན་མཆོག་གསུམ་གྱི་གདུང་བསབ་པའི་རྒྱུ་དང་། འབྲས་བུ་དང་། ཕ་རོལ་ཏུ་ཕྱིན་པ་དྲུག་དང་། རྣལ་འབྱོར་པའི་རྒྱུ་དང་། སྡོམ་པ་གསུམ་ལ་སོགས་པའི་རྒྱུ་དང་འབྲས་བུའི་ཆོས་རྒྱས་པར་ཕྱེ་སྟེ་མངོན་པར་བསྟན་ནས་འཁོར་མང་པོ་རྣམས་རྣམ་པར་གྲོལ་བར་བྱེད་དོ། །ཕྱིན་ཅི་ལོག་ཏུ་ལྟ་བ་རྣམས་ཡང་དག་པའི་ལྟ་བ་དང་། དགེ་བ་བཅུའི་ཡང་དག་པའི་ལས་ཀྱི་ལམ་ལ་རྣམ་པར་འཇུག་གོ །སེམས་ཅན་རྣམས་ནི་རྟག་ཏུ་འཐུན་པར་ཆོས་ལ་འཇུག །ཆོས་ལ་སྤྱོད་པར་ཐབས་ཀྱིས་དྲང་ཞིང་སྒོམ་དུ་འཛུད་པས་རྒྱུ་དང་འབྲས་བུ་རྒྱུན་མི་འཆད་པར་བྱེད་དོ། །སེམས་ཅན་རྣམས་འཁོར་རྣམ་བཞི་དང་འཐུན་པར་དགེ་བ་སྤྱོད་པའི་ཁྱད་པར་ལ་ནན་ཏན་བྱེད་དུ་བཅུག་ནས་དྲན་པ་ཉེ་བར་གཞག་པ་བཞི་དང་། ཏིང་ངེ་འཛིན་དང་། རྣམ་པར་གྲོལ་བའི་ཡེ་ཤེས་སྟོན་པ་དང་། ལམ་གྱི་ཡན་ལག་ལ་སྤྲོ་བཞིན་དུ་རྩེའོ། །འཕགས་པའི་བསྟན་པ་ཡུན་དུ་གནས་པར་བྱ་བ་དང་། དཀོན་མཆོག་གསུམ་གྱི་གདུང་རྒྱུན་མི་འཆད་པར་བྱ་བའི་ཕྱིར་ཡང་དག་པར་སྤོང་བ་བཞི་དང་། རྫུ་འཕྲུལ་གྱི་རྐང་པ་བཞི་དང་། དབང་པོ་ལྔ་དང་། སྟོབས་ལྔ་དང་། བྱང་ཆུབ་ཀྱི་ཡན་ལག་བདུན་དང་། འཕགས་པའི་ལམ་ཡན་ལག་བརྒྱད་པ་དང་། དེ་མ་ཡིན་པ་ཏིང་ངེ་འཛིན་དང་། རྣམ་པར་གྲོལ་བའི་ཡེ་ཤེས་སྟོན་པ་དང་། བྱང་ཆུབ་ཀྱི་ཕྱོགས་ཀྱི་ཁྱད་པར་རྣམ་པ་སྣ་ཚོགས་ལ་ཅི་དགར་རྩེར་བཅུག་གོ །རིགས་ཀྱི་བུ་ང་ནི་དེ་ལྟར་སངས་རྒྱས་ཀྱི་འཁོར་ལོ་བཞི་པ་འདི་དང་ལྡན་ཏེ། འཁོར་ལོ་དེའི་དབང་གིས་སོ་སོའི་སྐྱེ་བོ་ཅི་དང་ཅི་ལ་མོས་པ་དང་། ཅི་ལ་ཕྱོགས་པ་དང་། ཅི་ལ་དགའ་བ་ཀུན་མཁྱེན་པས་ཅི་དང་ཅིས་འདུལ་བ་བཞིན་དུ་ཕན་པ་དང་བདེ་བའི་དོན་གྱིས་འཇིགས་པ་མེད་པ་ལ་བདེ་བར་བཀོད་དོ། །འཇིགས་པ་མེད་པས་ང་ནི་དྲང་སྲོང་ཆེན་པོའི་གནས་སུ་བཞུགས་ཏེ་སངས་རྒྱས་ཀྱི་འཁོར་ལོ་བསྐོར་ནས་ལྷ་དང་བདུད་དུ་བཅས་པའི་མུ་སྟེགས་ཅན་ལོག་པར་སྨྲ་བ་ཐམས་ཅད་བཏུལ་ཏེ་འཁོར་མང་པོའི་ནང་དུ་སེང་གེའི་སྒྲ་བསྒྲགས་སོ་ཞེས་གསུངས་སོ། །རིགས་ཀྱི་བུ་འདི་ལྟ་སྟེ། རྒྱལ་རིགས་རྒྱལ་ཐབས་སྤྱི་བོ་ནས་དབང་བསྐུར་བའི་རྒྱལ་པོ་ཆེན་པོ་ བདག་གི་ཡུལ་ན་གནས་པའམ། ཕ་རོལ་པོ་གཞན་གྱི་ཡུལ

以遍知思、业、受之法，如其所应调伏，以利益和安乐之事，于无畏中安立。以无畏故，我立誓于大仙之位，并转妙善之佛法轮，调伏包括天与魔的一切外道邪说者，于众多眷属之轮中，发出狮子吼。种姓之子，譬如，刹帝利种姓从顶受灌顶之大国王，于我之境，有多少众生，皈依世间之神和各种外道，信仰邪道，邪见，学习邪道，显现邪行，贪著邪恶之吉凶之兆，遭受各种无意义之痛苦，大国王知晓后，总是屡次召集，以先前国王之神圣法制加以弘扬，从而断除邪见和邪信。并敕令务必精勤修学先前国王之法制。因此，该地所有众生，趋入一致，倾向一致，思想一致，意愿一致，一切和合，如先前国王之神圣法一般安住，并如教听闻和随行，因此，彼处所有众生和合，做一切应做之事。刹帝利种姓从顶受灌顶之大国王，也总是与大臣们聚集，设宴享乐，欢喜嬉戏而行，以商议一致而行国王之事。种姓之子，刹帝利种姓从顶受灌顶之大国王，如是具足此四种国王之轮，依仗彼轮之威力，我之境极其安乐，调伏一切他方之敌和恶友，精通护身之精勤，故寿命亦得长久。种姓之子，如是，如来亦以极其善巧方便之信解，具足知晓之智慧，故于世间，有各种倾向邪道者，以及邪见，和邪

With the omniscient knowledge of thoughts, actions, and experienced phenomena, he establishes them in fearlessness through beneficial and blissful means, just as they should be subdued. Because of fearlessness, I vow to the position of a great ascetic, and by turning the excellent Wheel of Dharma of the Buddha, I subdue all the heretical and wrongly speaking non-Buddhists, including gods and demons, and roar the lion's roar in the center of many assemblies. Son of the lineage, for example, a great king of the Kshatriya lineage, who has been crowned from the crown of his head, how many beings in my realm have gone for refuge to worldly gods and various non-Buddhists, having faith in wrong paths, wrong views, learning wrong paths, being manifestly attached to wrong conduct, being attached to inauspicious and auspicious omens of wrong paths, and suffering from various meaningless sufferings. Knowing this, the great king always gathers them again and again, and extensively teaches them the sacred Dharma of the previous kings, thereby eliminating wrong views and wrong faith. And he commands them to diligently practice the teachings of the previous kings. Therefore, all the sentient beings dwelling in that land enter into one accord, one inclination, one thought, and one desire, and all live in harmony according to the sacred Dharma of the previous kings, and listen and follow according to the command. Therefore, all the beings dwelling there are in harmony and do all that is appropriate to do. The great king of the Kshatriya lineage, who has been crowned from the crown of his head, also always gathers with his ministers, feasts and enjoys himself, delights and plays, and conducts the affairs of the kingdom with unanimous counsel. Son of the lineage, the great king of the Kshatriya lineage, who has been crowned from the crown of his head, thus possesses these four wheels of a king. By the power of those wheels, my realm is exceedingly peaceful and happy, and he subdues all external enemies and bad friends, and being skilled in the diligence of protecting the body, his life also becomes long. Son of the lineage, likewise, the Tathagata also, with the wisdom of knowing the inclinations of exceedingly skillful means, has various kinds of beings in the world who are inclined to wrong paths, as well as wrong views, and wrong thoughts, and

Those who have faith in evil doctrines and engage in evil deeds, the Tathagata knows and sees that they experience immeasurable suffering due to those causes and conditions. Therefore, he constantly and repeatedly gathers many retinues to ensure that the lineage of the Three Jewels of the Buddhas, the Bhagavat who have passed away, is not severed. And (proclaims) the causes and results, the six perfections, the cause of yoga, the three vows, etc., and elaborately reveals the Dharma of cause and effect, thereby liberating many retinues. He leads those with inverted views into right view and into the right path of the ten virtuous actions. Sentient beings always harmoniously enter the Dharma. He guides them to practice the Dharma through skillful means and introduces them to meditation, thereby ensuring that the continuity of cause and effect is not severed. He harmonizes sentient beings with the fourfold retinue, encourages them to diligently practice the excellence of virtuous deeds, and teaches the four mindfulnesses, samadhi, the wisdom of liberation, and joyfully engages in the limbs of the path. In order to ensure that the noble teachings remain for a long time and that the lineage of the Three Jewels is not severed, he diligently practices the four right abandonments, the four legs of miraculous power, the five faculties, the five powers, the seven branches of enlightenment, the eightfold noble path, and other samadhis, teaches the wisdom of liberation, and freely leads them to the peak of various excellences of the aspects of enlightenment. Son of the lineage, I am thus endowed with this fourth wheel of the Buddha. By the power of that wheel, the all-knowing one, according to what each sentient being likes, inclines to, and delights in, tames them accordingly, and places them in the state of fearlessness with beneficial and blissful things. Because of fearlessness, I abide in the position of the great sage, turn the wheel of the Dharma, subdue all heretical speakers, including gods and demons, and roar the lion's roar in the midst of many retinues.
