, and holding it oneself, and causing other sentient beings to hold it, and becoming familiar with the Mahayana oneself, and causing other sentient beings to become familiar with it, and eliminating all the afflictions of oneself and others, and in order to obtain the unsurpassed wisdom of omniscience, and in order to pacify the suffering of all sentient beings, and striving to dwell in the great city of fearlessness. Those sentient beings who desire the Pratyekabuddha Vehicle, I have placed them in the Dharma of dependent origination and caused them to become familiar with recitation. Those sentient beings who desire the Hearer Vehicle, I have caused them to become familiar with recitation, such as one hundred thousand verses of the Sutra Pitaka, one hundred thousand verses of the Vinaya Pitaka, one hundred thousand verses of the Dharma Abhidharma and Abhidharma discourses, etc. This son of good family is called the Wheel of Action of the Tathagata's Familiarization with Recitation. Son of good family, how is the Wheel of Action of the Tathagata's Merit? For example, those sentient beings who are dull-witted, have not generated roots of virtue, have weak wisdom, are lazy, have impaired memory, are attached to all kinds of livelihood, and completely abandon virtuous friends, I have placed them in the action of merit. For example, doing things for the Buddha, Dharma, and Sangha, and doing things for the Khenpo and Acharya, etc. Son of good family, this is called the Wheel of Action of the Tathagata's Accomplishment of Merit. Son of good family, in this way, one possesses this second wheel of the Buddha, and by the power of that wheel, with the unsurpassed wisdom of the actions of the three times, one knows as it is the karma, dharma, feelings, causes, and fruits of all sentient beings, and having established the three kinds of wheels of action according to how they are tamed, one places all sentient beings who are vessels in the meaning of benefit and happiness, and in the happiness of fearlessness. With fearlessness, having subdued all the heretical speakers of the Tirthikas, including gods and demons, one turns the great Brahma wheel, and completely accomplishes the conduct of the great Brahma.

Son of lineage, for example, a great king of the Kshatriya lineage, crowned with kingship from the head, with skillful wisdom, gives to ascetics, Brahmins, Kshatriyas, elders, Vaishyas, etc., those who have various virtues, are learned, brave, skilled, highly skilled, any sentient being who is rich and virtuous, has skillful wisdom, is brave and steadfast, firm, non-returning, and fully adorned with various merits, the great king of the Kshatriya lineage, crowned with kingship from the head, gives them appropriately, according to what they possess, precious jewels, wealth, fields, houses, servants, and laborers, etc. To those who live in that land, who are weak in virtue and knowledge, and who do little work, the great king crowned with kingship from the head also gives them a portion according to their circumstances. To those who live in that land, who are without merit and weak in diligence, lazy, careless, forgetful, without compassion, ungrateful, not fearing the suffering of future lives, sinking in the mire of family, and committing many sins, the great king inflicts various punishments as appropriate.
