Son, the Tathagata also possesses the wisdom of being extremely skilled in faculties. For those retinues who are far removed from the accumulations of merit and wisdom, from skillful means and wisdom, who have completely abandoned generosity, discipline, and peace, to the point that they have lost mindfulness and their minds are disturbed, when they come to where I am and seek refuge in me, I know their faculties, faith, habitual tendencies, and aspirations extremely well. Therefore, according to how each of them should be tamed, I teach the Dharma, including methods of taming through punishment. For those sentient beings who are under the sway of pride and do not retain many trainings in their minds, in order to make the sacred Dharma I have taught last for a long time, I will have them do these things. For some, I will punish them with vows to be mindful. For some, I will punish them with verbal threats, scolding, and reprimands. For some, I will punish them by temporarily separating them and assigning blame. For some, I will punish them with prostrations, silence, and not sharing possessions together. For some, I will punish them with punishments like spreading out a grass mat, and for some, I will punish them with expulsion and so forth. Thus, I fully know the faculties, faith, habitual tendencies, and aspirations of those individuals, and therefore I punish them appropriately according to their circumstances. This is done in order to destroy the accumulation of meaningless darkness, to dry up the river of afflictions, and for the sake of attaining the bliss of liberation from being born as a god in the higher realms, I teach the Dharma of taming through punishment according to what is appropriate for taming those who engage in non-virtuous actions. In many sutras, the Dharma of taming those who engage in non-virtuous actions through punishment, and the various corresponding Dharmas, are extensively explained. With my supreme and sacred wisdom, I also know very well which sentient beings possess superior intentions, faith, and aspirations, and therefore, according to how each of them should be tamed, I teach the various distinctions of virtuous qualities, from teaching and habituating them, until they perfect all roots of virtue and place them in the great city of fearlessness. Son of good family, I am thus endowed with these three wheels of the Buddha's Dharma, and by the power of these wheels, I can fully know the various faculties, faith, habitual tendencies, and aspirations of all sentient beings.
