And sons, and grains, and medicines, and tastes, and enjoyments, and things to be fully used, if they are used for bathing, then those nagas have deceived me, may their bodies all shrink! At that time, the Naga King Yixian rose from his seat, folded his palms and bowed to the Bhagavan Galava, and said: Venerable Bhagavan, the nagas who rely on me, and those great nagas, are born from eggs, born from wombs, born from moisture, and born by transformation. Venerable Bhagavan, now and in the future, those low-born kings will abandon the Dharma of kings and practice the Dharma of commoners, indulging in the hells of suffering for sentient beings. The faults of those low-born kings will cause the nagas to be stained by bad reputations even if they are without fault. Therefore, the nagas will create obstacles of karma. Since this is the case, we should listen to the teachings of the Bhagavan.

One should respect and uphold. For example, a Chakravartin King would bathe a beautiful woman from his country, anoint her with incense, dress her in the finest clothes, adorn her limbs and head with many garlands made of the seven precious jewels, and decorate her with armlets, gold threads, rings, bracelets, and anklets. Then, he would have her ride on an elephant and lead her together with a large retinue. Similarly, now, the Dharma-abiding Chakravartin King, the Tathagata, has also gathered us nagas in the animal realm, but our bodies have not been harmed. We have been stained by the defilements of extreme anger, pride, and arrogance. All of us nagas have been washed with the water of the Dharma, free from the intoxication of arrogance. We have been clothed with the garments of shame and embarrassment. We have been bound by the garlands of the thirty-seven factors of enlightenment. Our minds, intentions, and consciousness have been well adorned with patience, dharani, and various grounds. We have been carried by the vehicles of the Great Vehicle. Wherever there is a pure Buddha-field free from the five degenerations, where the Buddha Bhagavan is surrounded by a pure assembly of Bodhisattvas, teaching the pure Dharma of the Great Vehicle, we go there. Why? Because now we respect and uphold the words of the Bhagavan. Therefore, we and our retinue will abide in the words of the Bhagavan. In whatever town, city, village, region, or mountainous place, if there are beings who are practitioners of the Hearer Vehicle, practitioners of the Solitary Realizer Vehicle, or practitioners of the Great Vehicle, whether they are householders or renunciates, whether they uphold the precepts or break them, whether they are learned or unlearned, whether they are diligent or lazy, whether they are in meditative equipoise or not, whether they are mindful or unmindful, they rejoice in, have faith in, and respect the Bhagavan, the Dharma, the Sangha, and the precepts that please the noble ones.

To serve the Lama, to create images, and to engage deeply in any of the three kinds of Bodhi. Wherever the Blessed One's Shravaka disciples, such places of generosity, reside, may we rejoice and have faith in our hearts, and may we serve and honor them with images. In that particular country's villages, cities, towns, regions, and mountain valleys, will my retinue of dragons, dragon women, old dragon men, old dragon women, dragon sons, dragon daughters, dragon attendants male, and dragon attendants female, send untimely hail, fierce hail, heavy rain, or great drought? Will great winds and extreme heat occur? If those dragons harm the crops, leaves, flowers, fruits, grains, the taste of medicine, wealth, and enjoyment of sentient beings, then because those dragons have deceived me, may all their bodies shrink! May they lose their magical powers and be unable to walk! May they be tormented by epidemics! May all their senses be incomplete! May they be separated from all wealth and enjoyment! May they be unable to work! Tadyatha. Buddha Jaye. Bala Kshe. Amani Me. Bhuta Salile. Anamang Dhye. Pratya Nile. Avani Lame. Khila Shome. Nastu Pipale. Jisa Jiha. Skandha Pale. Bharani Kriye Svaha. There, all the assembled complete retinues, with pleasing faces and eyes, laughed greatly and, joining their palms, gave the approval of "Good!" They said, "Noble one, you desire to benefit all sentient beings. Noble one, it is very good, very good that you do so." Having said this, all the complete dragon retinues were violently agitated, frightened, moving about, very displeased, and wandering about. At that time, the Gandharva sage named Joyful Arising rose from his seat and, bowing with palms joined towards where the Blessed One was, spoke thus: "Please, Blessed One, and all the complete retinue, listen to me. Whatever in the present and future
