斯哇哈! 尊者薄伽梵,若有众生,为某些忿怒龙王之因所害,如是彼等,当以我之名而称之。为息灭忿怒龙王、骄慢者、傲慢者、嫉妒者及贪欲之心的缘故,于念诵秘密真言时,我以清净天耳,超于人者,听闻之后,四生之龙、大龙、老龙、龙子及龙之眷属,岂未信受耶?于非时而入于可怖之义者,岂未遮止耶?其时,非时之大雨、大旱、非时之狂风、热、风、云及扰乱,岂未极寂静耶?我若未以一切安乐之具,令彼等众生之意乐圆满,则我即欺诳三世一切佛薄伽梵。我亦不得证无上正等菩提。尊者薄伽梵,我昔于如来燃灯及其眷属之前,为令众生皆得成熟之缘故,立下坚定誓愿,而安住之。其后,复于佛薄伽梵,无量百千万俱胝之佛,住世者及其眷属之前,立下如是坚定誓愿,我于彼处,为令众生恒常成熟之缘故,以胜他之大精进,极坚固而安住,如是精进。如今,于薄伽梵之前,亦为令忿怒龙王等皆得成熟之缘故,坚定勤勉。我以如是坚定勤勉之精进,于无量劫中,刹那亦未曾舍弃。我以恒常胜他之勤勉及坚定之精进,令众生皆得成熟,亦将令其皆得成熟。复次,我令诸龙王精勤于大乘之行。

Svāhā! Venerable Bhagavan, if there are beings harmed by the cause of certain wrathful nāgas, such beings should invoke my name. For the sake of pacifying the minds of wrathful nāgas, the arrogant, the haughty, the jealous, and the desirous, when reciting the secret mantra, having heard with my pure divine ear, surpassing that of humans, have the nāgas of the four births, the great nāgas, the old nāgas, the nāga sons, and the nāga retinues not believed? Have I not prevented those who enter into terrible meanings at the wrong time? At that time, have I not utterly pacified untimely heavy rain, great drought, untimely gales, heat, wind, clouds, and disturbances? If I have not fulfilled the intentions of those beings with all means of happiness, then may I have deceived all the Buddhas, the Bhagavats, of the three times. May I also not awaken to unsurpassable, perfect, complete enlightenment. Venerable Bhagavan, in the past, before the Tathāgata Dīpaṃkara and his retinue, for the sake of fully maturing beings, I made a firm aspiration and remained steadfast. Thereafter, again before the Buddhas, the Bhagavats, hundreds of millions of koṭis of Buddhas, living and dwelling, and their retinues, I made such firm aspirations, and there, for the sake of constantly maturing beings, with great diligence that overcomes others, I remained extremely steadfast, thus striving. Now, before the Bhagavan, also for the sake of fully maturing the wrathful nāgas and others, I am firmly diligent. With such firm diligence of effort, I have never abandoned it even for a moment in countless kalpas. With constant effort to overcome others and steadfast diligence, I have matured all beings, and I will also cause them all to mature. Furthermore, I cause the nāga lords to be diligent in the practice of the Mahāyāna.

The master of the elephant dragons, the dragon king Shinturabne, and the master of the snake dragons, the dragon king Gawobo, and Nyengawobo, these two, and the master of the horse dragons, the dragon king Madroba, and the master of the fish dragons, the dragon king Chulha, and the master of the frog dragons, the dragon king Yizang, these are the dragons that are capable of harming sentient beings. Other dragon kings like that are also capable of harming sentient beings in that way through their own power. Thus, all those great kings who have entered the Great Vehicle also disturb their own retinues by doing terrible things at inappropriate times with their own retinues and armies. Thus, in order to prevent the teachings of the Blessed One, the lamp of Dharma, and the lineage of the Three Jewels from being quickly cut off, all those present in the assembly praised the Bodhisattva Mahasattva Essence of the Mountain, the Dragon Sage, saying, "Well done!" At that time, the dragon king Shinturabne rose from his seat and, bowing with his palms joined towards where the Blessed One was, spoke these words: Venerable Blessed One, where will the dragons and dragon kings who depend on me, whether they are born from eggs, born from wombs, born from heat and moisture, or born miraculously, abide with mutual loving-kindness towards the Blessed One's retinue of Shravakas and the retinue of Bodhisattvas, and with a mind free from animosity towards that region? They will abide without harmful intent and with equanimity. Those kings of that region will also have great faith in the Blessed One's teachings. They will also uphold the Blessed One's teachings. Having shaved their heads and donned saffron robes from a young age. Those who have become vessels and those who have not, those with sublime intentions, will also uphold the teachings of the Bhagavan. Furthermore, in that land, those people who have become thorns to the teachings of the Bhagavan will be expelled with righteousness. Then, in that land, the gifts offered with sublime intention by former kings to mendicant renunciates and Brahmins will not be taken away by virtuous members of the royal family. The virtuous members of the royal family, together with ministers, attendants, and the people, including soldiers, will diligently convene for important matters. The essence has been extracted. Extending their arms, they will generously give. The virtuous members of the royal family will protect everything, including the land. They will completely protect. In that region of the land, all disputes and conflicts, as well as their respective retinues, will be expelled as previously stated. Why is that?
