是堕罪者的太阳啊！是智慧的海洋啊！是菩提之助伴的连鬘啊！是遍知智慧的贤瓶啊！这件绛红色法衣如同如意宝珠啊！这件绛红色法衣，是为了利益众生降下法雨，而被一切佛陀加持过的啊！尊者世尊，如下： 那些卑贱的王族，他们会摧毁世尊的教法，并且妨碍比丘们，乃至为了世尊的缘故，对出家者，无论是堪能的还是不堪能的身体加以损害，抢夺财物，甚至制造生命的障碍。那个地方，凡是对佛陀有信心的天、龙、夜叉、罗刹、阿修罗、瓮形鬼、大力饿鬼等一切，都会斥责卑贱的王族。他们会使那个地方发生争斗、争论、饥荒、疾病和外敌入侵。不合时宜的大雨、大旱、狂风、酷热、风、日晒等会使种子、幼苗、叶子、花朵、果实、谷物、药物和味道变得恶劣，但那时龙族并没有过失，因为那时龙族因为那个原因而变得默默无闻。 尊者世尊，打个比方，如果一个善良的乡村妇女寻找不好的食物，她的呼吸就会变得难闻。同样，如果卑贱的王族舍弃王族的法，而行持平民的法，那么守护所有地方的神，乃至大力饿鬼等都会发怒，他们会使那个地方变得恶劣，龙和大力龙族也会因为默默无闻而受到玷污。世尊开示说：龙王们，国王们安住于国王的学处，那些被教导的，会致力于天界和涅槃的安乐。

It is the sun of those who fall into transgressions! It is the ocean of wisdom! It is the garland of those who are on the path to enlightenment! It is the excellent vase of omniscient wisdom! This crimson Dharma robe is like a wish-fulfilling jewel! This crimson Dharma robe has been blessed by all the Buddhas for the sake of raining down the Dharma upon sentient beings! Venerable Bhagavan, as follows: Those base-born royal families, they will destroy the teachings of the Bhagavan and obstruct the monks, even to the point of harming the bodies of those who have gone forth for the sake of the Bhagavan, whether they are capable or incapable, plundering wealth, and even creating obstacles to life. In that land, all the gods, nagas, yakshas, rakshasas, asuras, kumbhandas, and powerful hungry ghosts who have faith in the Buddha will rebuke the base-born royal families. They will cause strife, disputes, famine, disease, and invasions by foreign armies to occur in that land. Untimely heavy rains, severe droughts, strong winds, intense heat, wind, and scorching sun will make seeds, sprouts, leaves, flowers, fruits, grains, medicines, and flavors become bad, but at that time the nagas will have no fault, because at that time the nagas will become obscure due to that reason. Venerable Bhagavan, for example, if a virtuous village woman seeks bad food, her breath will become unpleasant. Similarly, if the base-born royal families abandon the Dharma of the royal families and practice the Dharma of the common people, then the gods who protect all places, even the powerful hungry ghosts, will become angry, and they will make that land become bad, and the nagas and the great nagas will also be defiled by obscurity. The Bhagavan taught: Naga kings, those kings who abide in the training grounds of kings, those who are taught, will strive for the bliss of the heavens and nirvana.

Yes. Those who, being of low caste, do not abide by the precepts of their caste, will fall into the hell of suffering, Avīci. Because I, the lord of nāgas, have shown that my retinue does not transgress the precepts, they will not, in the present and future, cause my teachings and the Three Jewels to be without lineage. Requested: Venerable Bhagavan, it is so. Venerable Sugata, it is so. Venerable Bhagavan, in whatever lands, villages, cities, towns, regions, and mountainous places, in those lands where the śrāvakas of the Bhagavan, who are virtuous, learned, and worthy of offerings, reside and exist, will my retinue of nāgas, nāginīs, old nāgas, old nāginīs, nāga sons, nāga daughters, male nāga attendants, and female nāga attendants send untimely hailstorms, violent hailstorms, heavy rains, and severe droughts? Will they cause great winds, extreme heat, and scorching sun? If they harm the crops, flowers, fruits, grains, medicinal tastes, enjoyments, and uses of sentient beings, then may those nāgas who have deceived me have their bodies shrivel up! May they be deprived of their magical powers and unable to move! May they be afflicted by epidemics! May they be deprived of all enjoyments! May they be without courage! May they be unable to accomplish anything! I will pronounce this curse upon them. Tadyathā: nāga jantu śe, nāga mene, nāga dhara gūghra gūghra, jala gūghra, abhimāra ge, sahasra mukhe, kalati mapuse, nāga stambhari, jaya baphale, vimuśakrai svāhā. The entire retinue, complete with all, immediately gave the response, "Excellent!" At that very moment, the entire retinue of nāgas, complete with all, became violently agitated and alarmed. Those outcastes do not believe in giving to others, but only seek to enjoy themselves. Their miserly minds are always attached to pleasure, and they do not extend a helping hand, so that ascetics, Brahmins, the poor, the destitute, and beggars are never satisfied. The palace retinue, the people of the region, and the attendants are not satisfied with true happiness. For those royal outcastes, the gods who protect the region, the nagas, yakshas, rakshasas, asuras, kumbhandas, and powerful pretas are all angered, causing strife, disputes, famine, disease, and the invasion of foreign armies to occur in their lands. The flavors between grains and medicines become unpleasant, but the nagas and great nagas are not at fault, because the nagas are tainted by these things due to their loss of reputation. Venerable Bhagavan, just as the stench of a latrine disappears when blown away by the wind, so too, venerable Bhagavan, the royal outcastes cause the protectors of all regions to become angry, causing the land to become unpleasant. The nagas are also tainted by their loss of reputation. The third chapter ends. Furthermore, I will prophesy that all nagas will not transgress my teachings. In whatever lands, villages, cities, towns, regions, and mountainous places where there dwell now and in the future the shravakas of the Bhagavan, who are virtuous, learned, and generous, my retinue, whether nagas, naga women, old naga men, old naga women, naga sons, naga daughters, naga attendants male, naga attendants female, whether born from eggs, born from wombs, born from moisture, or born miraculously, will not send untimely torrential rain, hail, heavy rain, or great drought, or cause great winds, intense heat, or scorching sun, nor will they harm the crops, flowers, and fruits of sentient beings.
