Nā no! Shariputra, a king crowned from the head of the royal family, possessing wealth, kills those who should be killed in his own country and around the palace, and expels those who should be expelled. Those who cause harm, those who do not follow the city laws, and those who divide many people by obstructing them. The king knows that these people are thieves and thugs, so he strikes loud drums and cymbals, comes out from before the king's entourage and the city's inhabitants, and proclaims: 'Whoever is a rebel of the king, whoever does not follow the city laws, this is their mark.' Shariputra, similarly, the Tathagata, from countless kalpas, has attained unsurpassed perfect enlightenment. Shariputra, the Tathagata also possesses his own land. The Tathagata's retinue does not disobey the Tathagata's activities even for the sake of their lives. Shariputra, whoever understands the Tathagata's teachings, then gods and humans will be liberated from the connection with activities, and no one can stop the Tathagata's activities. Even if faced with death, they will not do it, nor will they allow it to be done. Shariputra, I have the power to enter into activities with my retinue. In order to prevent thieves, gangs of thieves, spies, or rebels from wandering in my Dharma city, it must be strictly guarded and hidden. Do not speak of those secret mantras related to the secret meaning of the Tathagata or the Tathagata's retinue, and those meaningless words that do not conform to the Tathagata's teachings. Shariputra, in this way, the Tathagata, with fundamental wisdom, wholeheartedly engages in activities and strictly guards the Dharma city. Shariputra, there is no one obstructing the Dharma city now. 此名盗贼,此名扰乱者。若有向外道宣说如来或如来眷属的秘密意义的秘密真言之语者,彼等虽临近来到我的眼前,我亦不会以与法相应的言语来摄受彼等,不会为彼等指示事业,不会为彼等宣说秘密意义的秘密真言之语。彼等又于一切事业中寻求出家和受具足戒的机缘。我知彼等有能力行事,故作时机区分。安住四个月后再走,如是说。为何如此?为守护和隐藏此法之城,并守护未来的扰乱者。舍利子,如是如来善加守护法之城,故彼等不得其便。彼等不得其便,故能持如来之语,并舍弃罪恶之见。彼等如是心满意足后,方可出家和受具足戒。彼等如是出家后,则为天人世间所不动。舍利子,如来说安住后走之义为何?即其他外道徒众,以及任何喜爱外道之说者,彼等如来皆说为安住后走之对象。舍利子,何为外道之说?即执著于有、我、众生、命、补特伽罗、有相之想,沉溺于有相之事,执持歧途,于自性空之诸法心怀二意,犹豫不决,执持种种,耽著于非真实,不住于胜义空性,颠倒错乱,故名外道。舍利子,因此不住于法衣,亦非各种颜色之所宜。

This is called a thief, this is called a disturber. If there are those who speak the words of secret mantras with secret meanings of the Tathagata or the Tathagata's retinue to outsiders, even if they come near to my presence, I will not gather them with words that accord with the Dharma, I will not show them activities, I will not speak to them the words of secret mantras with secret meanings. They also seek opportunities for ordination and full ordination in all these activities. Knowing that they have the power to act, I make a distinction of timing. It is said that they should stay for four months and then leave. Why is that? It is to protect and hide the city of Dharma, and to protect future disturbers. Shariputra, in this way, the Tathagata has thoroughly protected the city of Dharma, so they cannot find an opportunity. Because they cannot find an opportunity, they will uphold the words of the Tathagata and abandon sinful views. When they are satisfied in this way, they may be ordained and fully ordained. When they are ordained in this way, they will not be moved by the world with gods. Shariputra, what is the meaning of the Tathagata's saying to stay and then leave? It is those other heretics, and anyone who likes the sayings of other heretics, the Tathagata has said that they are the objects of staying and then leaving. Shariputra, what is the saying of other heretics? It is the perception of existence, the perception of self, the perception of sentient beings, the perception of life, the perception of person, the perception of characteristics, being immersed in activities with characteristics, holding to wrong paths, having doubts and hesitations about the dharmas that are empty of their own nature, holding to various things, dwelling in attachment to what is not true, and not entering into the ultimate emptiness, being inverted and confused, therefore they are called other heretics. Shariputra, therefore, it is not appropriate to dwell in the Dharma garment, nor is it appropriate for various kinds of colors.
