Thus, when the monks gather together, there are two actions: speaking the Dharma, and the noble ones abiding in silence. Then, Manjushri, what is the speech of the Dharma? What is the silence of the noble ones? He replied: Any speech that does not disturb the Buddha, does not disturb the Dharma, and does not disturb the Sangha, this is the speech of the Dharma. Having faith in the Buddha as the nature of Dharma, having faith in the Dharma as being free from desire, and having faith in the Sangha as being unconditioned, this is the silence of the noble ones. Furthermore, son of good family, speaking based on the four mindfulnesses, this is the speech of the Dharma. Again, not remembering and not attending to all dharmas, this is the silence of the noble ones. Speaking based on the four right abandonments, this is the speech of the Dharma. Not making equal with equality, nor making unequal, this is the silence of the noble ones. Speaking based on the four miraculous feet, this is the speech of the Dharma. Not making effort of body, speech, and mind, this is the silence of the noble ones. Speaking based on the five faculties and five powers, this is the speech of the Dharma. Not believing in anyone with faith, nor believing in any dharma with faith, and also without acceptance or rejection of all dharmas, but thoroughly distinguishing them, that is the silence of the noble ones. Abiding in mindfulness and concentration, without arrogance, having faith in the equality of all dharmas by nature, and becoming the cause of not relying on all places of elaboration, this is the silence of the noble ones. Speaking based on the seven branches of enlightenment, this is the speech of the Dharma. Attaining non-attachment through equanimity, without removal or establishment, abiding in this, this is the silence of the noble ones. Speaking based on the eightfold noble path, this is the speech of the Dharma. Understanding it like a raft, not relying on Dharma, nor relying on non-Dharma, abiding in this, this is the silence of the noble ones. Son of good family, in this way, the thirty-seven dharmas of the factors of enlightenment.

These are speaking, teaching, showing, applying, causing to enter, explaining, distinguishing, clarifying, and truly showing how it is, all of which is the talk of Dharma. Whoever manifests in this way through Dharma, even if separated from the body, does not see Dharma; even if separated from Dharma, does not see the body. Since neither is seen, seeing without duality, seeing in that way, seeing the manifested wisdom is also not seen, and whatever is not seen is the noble one who does not speak. Furthermore, son of good family, whoever clings to self, clings to others, clings to Dharma, clings to non-Dharma, and does not speak of these things, this is the talk of Dharma. Whoever obtains the nature of the unspeakable Dharma, separated from all letters, language, sounds, and melodies, obtains immovability, and abides in close practice with a mind of solitary nature, this is the noble one who does not speak. Son of good family, whoever knows the superior and non-superior faculties of all sentient beings, those who speak are speaking the talk of Dharma. Whoever is neither in meditative equipoise nor distracted, those are abiding in the noble one who does not speak. Then, to Manjushri, the youth, a Brahmin boy like a great Sala tree, being in meditative equipoise, spoke thus: "As I understand the meaning of what you have said, Manjushri, the Hearers and Solitary Buddhas do not have the talk of Dharma and the noble one who does not speak. Why is that? Because they are not skilled in knowing the superior and non-superior faculties, nor are they constantly in meditative equipoise. Manjushri, who are the speakers of Dharma? Who are those who abide in the noble one who does not speak?" If one speaks with correct speech, "Manjushri, the Tathagata speaks with correct speech." Why is that? Because the Buddha Bhagavan is skilled in the faculties of all sentient beings and is constantly in meditative equipoise. Then, the Bhagavan spoke to Manjushri, the youth: "Manjushri, son of good family, what the one in meditative equipoise has said is just so. Thus, the Buddhas, the Bhagavatans, contemplate.
