There is no decrease. The desire to tame sentient beings does not diminish. The desire to fully ripen sentient beings does not diminish. The desire for extreme solitude does not diminish. The desire to lead sentient beings to correctly grasp enlightenment does not diminish. The desire to not cut off the lineage of the Three Jewels does not diminish. The Tathagata does not go by desire, but the Tathagata's desire is preceded by wisdom. Therefore, it is said that the Tathagata's desire does not diminish. In order to perfect the supreme desire for all sentient beings, the Dharma is also taught. This is the twenty-one activities of the Tathagata of the Tathagata. To that, one should say this: The Victor's desire always desires and delights in the nature of virtuous Dharma. In order to liberate sentient beings, he also bestows the Dharma of loving-kindness and compassion. Maturing sentient beings, delighting in forests, his devotion does not diminish. Leading many beings to grasp enlightenment, he does not cut off the lineage of the Three Jewels. He does not go by desire, hatred, fear, or ignorance. Being especially excellent, that wise one realizes all the Dharmas done by wisdom. The Victor, seeing sentient beings lacking desire and being lazy, causes them to generate desire. He knows with incomparable wisdom what is the work of the desire to guide beings. Son of the lineage, furthermore, the Tathagata's diligence does not diminish. The diligence of the Tathagata is like this: For example, the diligence of not abandoning those sentient beings who should be tamed, and the diligence of not despising those who listen to the Dharma. If the Tathagata finds a vessel of Dharma, a listener of the Dharma, who even after an eon will not be weary of listening to the Dharma, the Tathagata will also teach the Dharma. Even if he is cut off from food, he will not feel insufficient even after an eon. The Tathagata observes sentient beings, and even for the sake of one sentient being who should be tamed by the Buddha, he will cross and go to Buddha-fields as numerous as the sands of the Ganges. The Tathagata has no physical weariness, no speech weariness, and no mental weariness. The Tathagata is one whose mind is extremely subdued, who has initiated diligence, and who praises diligence.

Speaking. By what kind of truly diligent effort will sentient beings attain the noble liberation, that diligent effort is praised for sentient beings. This is the twenty-second Tathagata activity of the Tathagata. Thereupon, it should be said thus: By what diligent effort does the lion among men become a noble being? The praise of that power of diligent effort is always spoken. The power of diligent effort does not diminish anywhere. Having found a suitable vessel, it also teaches the Dharma. The Sugata's diligent effort has no dwelling place. There is no weariness in body, speech, or mind anywhere. Just as the self-born diligent effort is everywhere without fault, so too, it causes sentient beings with trained minds to truly grasp it. Son of the family, furthermore, the Tathagata's mindfulness is without diminution in all of all, in all aspects of all. Why is that? Because the Tathagata has no forgetfulness. Son of the family, as soon as the Tathagata manifestly and completely awakened to unsurpassed and perfect enlightenment, even though he sees the mind streams of sentient beings who have arisen in the past, future, and present, the Tathagata has absolutely no forgetfulness of them. Even though he knows the conduct of sentient beings as it is, the Tathagata does not abandon wisdom either. The Tathagata is one who has no loss of mindfulness by separately establishing the three aggregates, entering into the faculties of sentient beings, entering into the thoughts of sentient beings, and truly seeing the conduct of sentient beings. The Tathagata does not teach the Dharma to sentient beings by remembering, thinking, or discriminating. Even when he teaches, there is no diminution. Why is that? How is the Tathagata's mindfulness without diminution? Just as he himself remembers and does not forget, so he teaches the Dharma to sentient beings. This is the twenty-third Tathagata activity of the Tathagata. Thereupon, it should be said thus: The teacher's mindfulness does not diminish at all. The Victorious One's mindfulness has no need to remember. When the Victorious One attains Buddhahood in Bodhi, He truly knows all the minds of beings.
