Thus, the Tathagata, having manifestly and completely awakened to the fact that all dharmas are equal in nature, is therefore called the Perfectly and Completely Awakened One. Just as the Tathagata manifestly and completely awakened to those dharmas, so too, abiding in great compassion, he truly reveals to other sentient beings and other individuals, through various teachings, various terms, and various causes, so that their dharma will also necessarily arise in order to completely exhaust the suffering of doing so. Those who claim to be teachers when they are not, and those who claim to be perfectly and completely awakened when they are not, will be overwhelmed by this fearlessness of the Tathagata and will also disappear. This is the eleventh act of the Tathagata of the Tathagata. To that, one should say this: The self-born one has realized that all dharmas are equal in nature; therefore, he is the perfectly and completely awakened one; the Tathagata sees equally. The dharmas of ordinary beings, and the dharmas of learners and non-learners, and whatever dharmas of solitary realizers there are, those are equal to the dharmas of the Buddha. Likewise, those who are worldly, and those who have transcended the world, whatever is virtuous and non-virtuous, are equal and identical to nirvana. Emptiness, signlessness, and those who have completely abandoned aspirations, unborn, non-manifesting, non-creating, he sees all as equal. Having realized these, with compassion, he truly reveals to sentient beings, therefore sentient beings are liberated. This is the supreme act of the Sage. Son of good family, furthermore, when the Tathagata claims, "I have exhausted the outflows," no one in the world with its gods can refute the Tathagata with words that accord with the Dharma, saying, "You have not exhausted these outflows." The exhaustion of the outflows of the Tathagata is this: Because the Tathagata's mind is completely liberated from the outflows of desire, he has thoroughly destroyed all the habitual tendencies of acting in desire. Because the Tathagata's mind is completely liberated from the outflows of existence, he has thoroughly destroyed all the habitual tendencies of acting in hatred. Ignorance

Because the Tathagata's mind is liberated from all outflows, all habits associated with delusion have been completely destroyed. Because the Tathagata's mind is liberated from all outflows of views, all habits associated with afflictions have been completely destroyed. Therefore, based on conventional truth, the Tathagata is called one who has exhausted the outflows. However, in ultimate truth, in the presence of the wisdom and enlightenment of the noble ones, there is no dharma that can be fully understood, abandoned, practiced, or realized. Why is that? Because what is called "exhaustion" is never exhausted. It is complete exhaustion, not exhaustion through antidotes, it is exhaustion as it is. Whatever is exhausted as it is, there is no exhaustion in it. Whatever has no exhaustion, that is unconditioned. Whatever is unconditioned, there is no birth, no destruction, no abiding. Therefore, whether the Tathagatas appear or do not appear, the nature of reality and the realm of reality are always present. Enlightenment enters into it in the way that the realm of reality exists, it enters in a way that there is no entering and no exiting. With such a nature of reality, outflows and the abandonment of outflows are not seen. The Tathagata abides in great compassion, and in order to cause sentient beings to abandon outflows, he teaches the Dharma to sentient beings. This is the twelfth Tathagata activity of the Tathagata. To this it should be said: The Victor has abandoned the outflow of desire, Therefore the habit of desire no longer exists. The King of Men has been liberated from all existence, Therefore he truly declares all its faults. The Sugata abides in all intelligence, Therefore the remainder of his ignorance has been completely removed. The Lion of Men is free from all views, Therefore he has no habit of afflictions. In order for all beings to attain the exhaustion of outflows, The Victor teaches the Dharma in conventional truth. Whatever increases and decreases, That dharma does not exist in ultimate truth. Exhaustion is not exhaustion through antidotes, But because it was exhausted before, it is declared as exhaustion. Whatever is exhausted, that is unconditioned. There are three characteristics in it:
