Great king, imprisonment and giving punishments, etc., can be corrected, so it is said to be permissible. The king is the one who completely rules all the people, if you do that, it is as if you have not ruled them. Therefore, the king's complete rule over the people is also not accomplished. Great king, like this, killing, cutting off, and damaging limbs and organs are things that make the people inappropriately sad, and this is not what a king with dharma should do. Said: Brahmin, the fruits of enjoyment that gather in the king's territory, should they be said to be the king's own, or someone else's? Said: Great king, that is neither one's own, nor someone else's. Why? Because others have obtained it with their own strength, so it is not one's own. The king completely protects it, and they also consider it to belong to the king, so it is not someone else's. Said: Brahmin, if the people have enjoyment, but cannot offer taxes to the king according to the cause of enjoyment, then does the king doing this count as taking without being given? Said: Great king, that does not count. If they clearly have enjoyment but do not give, then the fault and non-merit arising from stinginess will greatly increase. Said: Brahmin, if they clearly have enjoyment, but cannot offer taxes according to the cause of enjoyment, and the king forcibly pressures them to offer, then does the king doing this count as taking without being given? Brahmin, if a king forcefully oppresses a poor person, making them poor by means of impoverishment, is that called a fault or not? Great king, if that person uses those possessions for prostitution, or gambling, or squandering, or engaging in improper conduct, and the king, with such thoughts, forcefully gives in order to have a share again later, if they do not behave properly in the future and do not squander possessions, then the king will have done two things: he will have done the act of increasing his own wealth, and he will have done the act of preventing others from declining. If that person's possessions are burned by fire, or washed away by water, or plundered by unfriendly distributors, or stolen by thieves, or rotted from being hidden, or crops are destroyed by hail, or eaten by ants, parrots, and mice, or do not grow because it does not rain, if due to these and other reasons, his possessions are washed away, then a king who is in accordance with the Dharma should generously establish the rules for giving possessions, and if he does not do so, it will become a fault for not protecting them. 将成为一切圆满的国王之法。说:大国王有十种,即:天授圆满、眷属调顺、智慧圆满、精进、敬法且贤善、诚信、善于通晓世间行为、能忍受不适、如实不颠倒地受持正法。其中,天授圆满的国王,是对待大臣、受命者、弓箭手之首、城镇之人以及地方之人,能做到清净且损害小,具有无病的自性。具有眷属调顺的国王,对于国王的事务,能以微小的辛劳恒常安乐地住持,且不失国王的仪轨。智慧圆满的国王,对于以正法治理百姓,善于方便,对于诸事不依赖他人。精进的国王,因无有怨敌而安乐住持,且能使国库增长。敬法的国王,不舍弃行善之业,且能调伏不驯服者。贤善的国王,能迅速成办所思,且不因事务繁多而懈怠。诚信的国王,一切众人都围绕,城镇之人以及地方之人都能信赖。善于通晓世间行为的国王,能如实了知调顺与不调顺的差别,且不中断积聚受用的门径。能忍受不适的国王,能圆满成办国王的事务,且不为痛苦所动摇。如实不颠倒地受持正法,能成办殊胜的道,且不离善知识。大国王,具有这十种支分的法王,就是一切圆满且具法的国王。说:婆罗门,如是圆满具足国王之法的法王,如果战事临近,应当如何努力?说:大国王,于三时善巧方便的三种

Will become the Dharma of a king who is complete in every way. It is said: Great king, there are ten aspects: having a complete mandate from the heavens, having obedient attendants, having complete wisdom, diligence, respect for the Dharma and being wise, trustworthiness, skillful conduct in worldly affairs, being able to endure discomfort, and upholding the Dharma without distortion. Among them, a king with a complete mandate from the heavens is one who is pure and causes little harm to ministers, those who are appointed, the chief of archers, the people of towns, and the people of the countryside, and has a nature free from disease. A king with obedient attendants is one who always dwells in ease with little effort in the affairs of the king, and does not fall from the conduct of a king. A king with complete wisdom is skilled in means for governing the populace with Dharma, and does not rely on others for affairs. A diligent king dwells happily without enemies and causes the treasury to increase. A king who respects the Dharma does not abandon virtuous deeds and subdues the unruly. A wise king quickly accomplishes his thoughts and does not falter in his actions because the end is not far off. A trustworthy king is surrounded by all people, and all the people of the towns and countryside can trust him. A king who is skilled in worldly conduct understands the difference between the obedient and the disobedient as they truly are, and does not cut off the means of accumulating wealth. A king who can endure discomfort fully accomplishes the affairs of the king and is not frightened by suffering. Upholding the Dharma without distortion means accomplishing the path of distinction and not being separated from virtuous friends. Great king, a Dharma king who possesses these ten qualities is a king who is complete in every way and possesses the Dharma. It is said: Brahmin, how should a Dharma king who is so complete and possesses the Dharma of a king strive if a battle is near?
