A king endowed with Dharma, with those methods of taming, cherishes loving-kindness and compassion in his heart towards unruly beings, and practices taming. Having said this, the son of the naked ascetic, the speaker of truth, said to King Tumporabnang (Fierce Light): Great King, in order to thoroughly accomplish this matter, please listen to an example. Great King, it is like this: if a father wants to tame an unruly son, he cherishes loving-kindness and compassion in his heart, and apart from killing, crippling, and cutting off limbs, he tames him with other forms of harm. However, he does not generate a feeling of aversion or harm towards him, but rather he does it for the sake of preventing evil, and in order to prevent evils that have not yet occurred. Similarly, a king endowed with Dharma also cherishes the thought of his subjects as his children. If he tames unruly beings, apart from killing, crippling, and cutting off limbs, he tames them with loving-kindness and compassion, using methods of taming such as binding, flogging, beating, threatening, scolding, confining, banishing, and confiscating property. However, he does not generate a feeling of aversion or harm towards those beings, but rather he does it for the sake of preventing evil, in order to teach others who are not like that, and to prevent evils that have not yet occurred. He tames them thinking, 'I will prevent evils that have not yet occurred.' He said: 'How should one know what those unruly Brahmins are like?' He said: 'Great King, in short, one should know that the unruly are of five types: those who harm the king, those who harm each other, those who do not obey orders, those who live by wrong means, and those who engage in wrong paths.' Among these, those who harm the king include: killing the king, inciting others to kill the king, poisoning, stealing from the royal treasury, doing improper things, seducing the queen, not acting according to orders, not being able to keep secrets, and disrupting the affairs of the kingdom.
