Then, when such a great Chakravartin king conquers all the continents, how many petty kings reside there? They gather before the Chakravartin king and say: These divine kingdoms are prosperous, happy, bountiful, populous, and filled with people. Please, gods, protect them. We also desire to be servants of the gods. The Chakravartin king then admonishes them thus: Therefore, rulers of various places, well protect your respective divine kingdoms. Protect them in accordance with the Dharma, not in accordance with what is not the Dharma. Protect them with fairness, not with unfairness. Do not delight in dwelling in your territory because you act in accordance with what is not the Dharma, or act unreasonably. If so, you will also follow me. Such a Chakravartin king thus protects beings. Great kings, kings of regions, and petty kings all follow him. The great king is thus a ruler for the sake of protecting beings. Someone asked: Brahmin, how does a king who is in accordance with the Dharma abide and protect beings? He replied: Other than the great Chakravartin king, other kings rely on treatises to abide and protect beings. Why is that? Because when the Chakravartin king protects beings, there are no beings who are addicted to desires that are not in accordance with the Dharma, or overwhelmed by unreasonable intense desires, or deluded by wrong teachings. At that time, the Chakravartin king, by the power of his own Dharma, has an irreversible understanding of what kings should do, so all things are easily accomplished, and all abide in harmony, so he does not need treatises. When beings are addicted to desires that are not in accordance with the Dharma, overwhelmed by unreasonable intense desires, or deluded by wrong teachings, the kings deviate from their respective courage, so Dharma is needed to protect.

In order to fully accomplish, great hermits compose treatises. Said: Brahmin, what is the desire that is not in accordance with the Dharma? Said: The great king is very happy with the path of the ten non-virtuous actions. Said: What is the great desire that is not reasonable? Said: Whatever is accomplished by one's own power, belongs to the season, possesses Dharma, and the enjoyments obtained by Dharma, one is not satisfied with. Said: What is called the retinue of false Dharma? Said: Named as a meaningful treatise, possessing harm, fabricated like the holy Dharma, in times of dispute, it is not made by a holy person, and the view that is completely familiar through fondness is regarded as a virtue. Said: Brahmin, what treatise does a righteous king rely on and protect beings? Said: Great King, from what treatise is the antidote nature of unreasonable greed, unreasonable hatred, and unreasonable ignorance shown, or detailed distinctions, or from the perspective of benefits? Among them, the nature of the antidote is like this: for example, becoming its antidote is the root of virtue of non-greed, and the root of virtue of non-hatred, and the root of virtue of non-ignorance. Among them, what generates the antidote is like this: for example, prudence and compassion. Great King, regarding the enjoyments of a righteous king and also oneself, one also knows impermanence, and abides in mindfulness, seeing faults and seeking liberation, therefore enjoying enjoyments and exercising the power of kingship, this is his prudence. Abiding in not craving the fruit of unenjoyed enjoyments, and not craving what has been obtained at the wrong time, and even if the time has come, not harming the poor and craving, and if the harm of famine occurs, acting as a protector of beings, and the harm of thieves, and the harm of foreign armies, and if mutual harm occurs, benefiting and helping properly, and giving wealth to the poor.

I, to punish the violent with correct punishment, this is called his compassion. Great King, if endowed with these two qualities, then a king endowed with Dharma can correctly rule the people.
