不听教诲的时候也会完全断绝,不礼拜的人也会礼拜,四面八方也会出现悦耳的声响和偈颂,并且为了从那基础上增多福德。说:对于邪命如何认真对待?说:大国王恐吓说,从今以后如果再这样做,就处以这样的惩罚,用显示恐怖来制止。说:对于邪入者如何认真对待?说:大国王安置在正确的对治方面来扭转。大国王如果有人戒律破损,或者见解破损,或者仪轨破损,或者生活破损,僧团和合后进行净化,审查后驱逐,或者自己承诺后僧团不能驱逐,那么对于他,具有正法的国王要正确地认识正确,做僧侣方面的朋友。如果僧团二者发生不和的争论,从戒律破损,或者仪轨破损,或者见解破损,或者生活破损开始,发生争吵和根源,那么对于他,具有正法的国王自己无论是否精通佛法,都要聚集那个地区德高望重的沙门或者婆罗门精通佛法的人,来平息那个争论。那样平息后,对于其中说得有道理的一方做朋友,为了制止驱逐或者努力邪行而进行教导。说:婆罗门 国王自己变得不驯顺,那么对于他,谁用惩罚来认真对待?说:大国王就是国王自己。如果国王没有谨慎,或者没有慈悲,那么为此他要依靠智慧的力量,用变得不悦耳的恐惧和恶道的恐惧,用这两种法来使自己从没有谨慎和没有慈悲中扭转。大国王,具有正法的国王要在自己的区域内聚集德高望重的沙门和婆罗门,贤善,明了且具有智慧的人。

Even the times of not listening to teachings will be completely cut off, and those who do not prostrate will also prostrate. Pleasant sounds and verses will arise in all directions, and for the sake of increasing merit from that basis. Said: How to earnestly deal with wrong livelihoods? Said: The great king threatens, saying that from now on if you do so, you will be punished with this and that punishment, and stop it by showing terror. Said: How to earnestly deal with those who have entered wrongly? Said: The great king places them on the side of the correct antidote to reverse them. Great King, if someone's discipline is broken, or their view is broken, or their ritual is broken, or their livelihood is broken, the Sangha, having harmonized, purifies them, and after examining them, expels them, or if the Sangha cannot expel them after they have promised themselves, then for him, the king who possesses Dharma must correctly recognize the correct and be a friend of the monks. If the two Sanghas have a dispute of disagreement, starting from the breaking of discipline, or the breaking of ritual, or the breaking of view, or the breaking of livelihood, a quarrel and root arise, then for him, the king who possesses Dharma, whether he is proficient in the Dharma or not, must gather the virtuous Shramanas or Brahmins in that area who are proficient in the Dharma to settle that dispute. After settling it in that way, be a friend to the side that speaks reasonably, and teach in order to stop expulsion or striving for wrong conduct. Said: Brahmin If the king himself becomes unruly, then for him, who should earnestly deal with him with punishment? Said: The great king is the king himself. If the king is not cautious, or has no compassion, then for this, he must rely on the power of wisdom, and use the fear of becoming unpleasant and the fear of bad destinies, and use these two dharmas to turn himself away from being incautious and having no compassion. Great King, the king who possesses Dharma must gather in his own area the virtuous Shramanas and Brahmins, the wise, clear, and intelligent ones.

前往彼等之处,时时询问何为善,何为不善,做什么会变得更好,做什么不会变成罪恶,并区分彼等说法之时机。彼等亦应向其展示旧时之国王准则,若有机会,则以柔和之言辞指出过失。如此,彼将凭借内在或外在之力量,并因驯服自身之不驯服而得到良好之约束。言:婆罗门,以器世界所遍满之众生,应如何被具法之国王所守护?言:大王,应避免焚烧、摧毁等行为。例如,国王即使因愤怒而怒,亦不应焚烧村庄、城市,决堤,摧毁居所,砍伐果树,毁坏庄稼,无论如何,不应摧毁那些布置精良、建造完善、雕刻精美的令人愉悦之土地。为何如此?因为这些事物是与非彼等之其他有情众生共同赖以生存之物,为了彼等未曾犯错之缘故。大王,若摧毁房屋、寺庙、佛塔、果树园林等处所,则居住于其中之诸神亦将不悦。大王,各种属于畜生道之众生亦居住于这些事物之中,若彼等未曾犯错,则所有不加害之行为皆将徒劳无益。因此,具法之国王不应毁灭为器世界所遍满之众生。若不毁灭,即是完全守护,若完全守护,则亦将利益众生。言:婆罗门,国王之领地中居住之诸神,应如何被具法之国王所守护?言:大王,应陈设并施予真实之食子供养。如此,具法之国王将守护一切众生。

Go to them and ask from time to time what is virtuous, what is not virtuous, what should be done to make it better, and what should be done not to become sinful, and distinguish the occasions when they teach the Dharma. They should also show him the old royal customs, and if there is an opportunity, they should point out the faults with gentle words. In this way, he will rely on inner or outer strength, and will be well restrained by subduing his own untamed nature. Said: Brahmin, how should the beings pervaded by the vessel world be protected by a king who possesses the Dharma? Said: Great King, avoid burning, destroying, and so on. For example, even if the king is angry in a place of anger, he should not burn villages or cities, break dams, destroy dwellings, cut down fruit trees, destroy crops, or whatever it may be, it is not appropriate to destroy those delightful lands that are well arranged, well built, and well carved. Why is that? Because these things are the common means of livelihood for other sentient beings who are not them, for the sake of those who have not committed any wrong. Great King, if houses, temples, stupas, orchards, and other places where the gods reside are destroyed in this way, the gods who dwell in them will also be displeased. Great King, various kinds of beings belonging to the animal realm also dwell in these things, and if they have not committed any wrong, all non-harmful actions will be in vain. Therefore, a king who possesses the Dharma should not destroy the beings pervaded by the vessel world. If he does not destroy them, he is completely protecting them, and if he completely protects them, he will also benefit sentient beings. Said: Brahmin, how should the gods who dwell in the king's realm be protected by a king who possesses the Dharma? Said: Great King, offer and bestow true food offerings. In this way, a king who possesses the Dharma will protect all beings.

哦!所有不驯服者都将被彻底斩断。也不会再有任何过错。从那基础上,来世的福德也会大大增长。说:婆罗门国王在具有正法的国土中,对年迈的父母不尊敬,不辨彼此,对儿子、妻子、奴仆、婢女和靠劳作或工资生活的人们不妥善分配,并以繁重或恶劣的劳作进行残酷的折磨,那些人应该被归入哪种不驯服者的行列?说:大国王,属于邪命生活的不驯服者之中。那是什么缘故呢?因为,对于那些应该布施、应该分配财物以利益众生的对象,不进行分配而独自享用,这是极大的邪命生活。说:婆罗门,对于前来乞讨的比丘和婆罗门,以粗鲁和不悦耳的言辞进行辱骂、呵斥、阻拦,或者特意呼唤来断绝食物,或者强迫他们食用与正法相悖的食物,或者用棍棒或石头殴打,或者用手掌击打,或者用武器刺伤,那些人应该被归入哪种不驯服者的行列?说:大国王,属于邪入歧途的不驯服者之中。那是什么缘故呢?因为,对于那些应该恭敬供养的对象不进行恭敬供养,这是极大的邪入歧途。大国王,像那样邪入歧途之人,诸神也不会按时降下甘霖,由此会造成饥荒的荒野,令人恐惧,而且非人也会散布瘟疫、灾害和传染病,由此众生会遭受瘟疫、灾害和传染病,寿命也会完全减少,受用也会完全减少,无病也会完全减少。说:婆罗门国王,为何以具有烦恼之心的缘故,要砍断和损害肢体和器官,以及不应杀害众生?说:大国王,具有烦恼之心的国王也偏向于邪道,杀生或者砍断肢体和器官

O! All the untamed will be completely cut off. There will be no more faults. From that basis, the merits of the next life will also greatly increase. Said: Great King, among the untamed of the wrong livelihood. What is the reason for that? Because, for those who should be given alms and should be distributed wealth to benefit sentient beings, not distributing and enjoying it alone is a great wrong livelihood. Said: Brahmin, for the monks and Brahmins who come to beg, using rude and unpleasant words to insult, scold, block, or deliberately call them to cut off food, or force them to eat food that is contrary to the Dharma, or beat them with sticks or stones, or strike them with palms, or stab them with weapons, into which category of the untamed should those people be counted? Said: Great King, among the untamed who have gone astray. What is the reason for that? Because, not making respectful offerings to those who should be respectfully offered is a great wrong path. Great King, such a person who has gone astray, the gods will not rain well in time, which will cause a famine wilderness, which is terrifying, and non-humans will also spread plagues, disasters, and infectious diseases, thereby sentient beings will suffer from plagues, disasters, and infectious diseases, and their lifespan will be completely reduced, their enjoyment will be completely reduced, and their health will also be completely reduced. Said: Brahmin King, why, with a mind full of afflictions, should limbs and organs be cut off and damaged, and sentient beings should not be killed? Said: Great King, a king with a mind full of afflictions also tends to the wrong path, killing or cutting off limbs and organs.
