In your realm, have the wicked, the disgraced, the musicians, the thieves, the vagrants, the wild beasts, the shepherds, and the mice not harmed the kingdom? Great King, in your realm, do the monks and Brahmins live comfortably, without being troubled by dwellings, food, clothing, and the implements for practicing the Dharma? Great King, in your realm, do the hunters, fishermen, dog-keepers, pig-sellers, butchers, snake-catchers, and bird-catchers not torment the creatures belonging to the animal realm? Great King, do you not now rule the kingdom without regard for the people? Have you not conceived the thought of tormenting two-legged, four-legged, legless, and many-legged creatures? Why is that? Great King, all sentient beings cherish their lives! Great King, therefore, you should abandon killing, abandon punishment, and not have whipping and the like. Abandon taking what is not given, be content with your own possessions, and do not harm the possessions of others. Abandon adultery with desire, be content with your own consorts, and do not desire the wives of others. Abandon lying, and speak truthfully and in accordance with the Dharma. Then, if reborn as a human, two fully ripened results will manifest: seeking what is unhelpful and harming others. Great King, in this way, these paths of the ten non-virtuous actions will truly accumulate a great and immeasurable mass of suffering. The formations of life are unstable and wavering like a mountain stream, not remaining for even a moment.
