He is skilled in understanding the classification of world realms. He is skilled in understanding the past limit, the future limit, and knowing what is happening now. He is skilled in understanding the ascertainment of conventional truth. O sons of the Victorious Ones, this is the regent Bodhisattva. O sons of the Victorious Ones, for the regent Bodhisattva, ten abodes should be truly spoken. What are the ten? They are as follows: He should be truly spoken as skilled in the royal palace retinue. All the conduct of the royal palace retinue, and entering the royal palace retinue, and discriminating in the royal palace retinue, and the empowerment of the Dharma King, and the blessings of the Dharma King, and the subjugation of others by the Dharma King, and the abode of the Dharma King, and the command of the Dharma King should be truly spoken. Why is that? Because his mind mostly engages in accomplishing all dharmas without obstruction, and he himself achieves those abodes that were previously heard, without relying on others. O sons of the Victorious Ones, this is the establishment of the regent Bodhisattva. O sons of the Victorious Ones, what is the establishment of the Bodhisattva who has obtained empowerment? O sons of the Victorious Ones, the Bodhisattva who has obtained empowerment possesses ten kinds of manifest wisdom. What are the ten? They are as follows: He is greatly capable of shaking countless world realms. He is greatly capable of blessing countless world realms. He is greatly capable of traversing countless world realms with one thought. He is greatly capable of completely purifying countless world realms. He is greatly capable of knowing the minds of countless beings with one thought.

There are many different ways of looking at countless realms. He is skilled in discerning the behavior of the minds of countless beings with one mind. He is skilled in understanding the faculties of countless beings with one mind. He is skilled in taming countless beings. He is skilled in integrating countless beings into the mind of omniscient wisdom. O sons of the Buddhas, anyone lower than a Bodhisattva who abides in the position of a regent cannot know the actions of the body of a Bodhisattva who has received empowerment. He cannot know the actions of speech. He cannot know the actions of mind. He cannot know the miraculous powers. He cannot know the various observations of miraculous powers. He cannot know the observation of past times, nor can he know the manifested actions. He cannot know the observation with wisdom. He cannot know the realm of the mind. He cannot know the realm of wisdom. O sons of the Buddhas, this is the Bodhisattva who has received empowerment. O sons of the Buddhas, for the Bodhisattva who has received empowerment, the Buddhas, the Bhagavad-Tathagatas, speak of ten qualities. What are the ten? They are: knowing the three times, knowing the Dharma of the Buddhas, knowing the undifferentiated Dharmadhatu, knowing the Dharmadhatu without beginning or end, filling all realms extensively, illuminating all realms, blessing all realms, completely knowing all beings, completely knowing all dharmas, and proclaiming the boundless wisdom of the Buddhas. Why is that? Because he is dedicating his mind to omniscient wisdom in a very large part. O sons of the Buddhas, this is the establishment of the Bodhisattva who has received empowerment. As soon as the Bodhisattva Dharma-wisdom had spoken of the ten establishments of the Bodhisattvas of the great beings, then, at that time, by the power of the Buddha, in each of the ten directions, worlds as numerous as the dust particles of ten thousand Buddha-fields shook in six ways. They shook greatly. They shook completely.

In this Jambudvipa, just as in the palace of the lord of the gods on the summit of Mount Meru, this teaching of the Dharma also spread throughout all realms of the world, without increase or decrease. These very words show this meaning. By the power of the Buddha, Bodhisattvas came from beyond the realms of ten thousand trillion dust-particle-like Buddha-fields. Gathering ten thousand trillion dust-particle-like Buddha-fields, expanding and filling the ten directions, they exclaimed thus: O sons of the Victorious One, it is good, good that you teach this Dharma-nature of the Bodhisattva in this way. O sons of the Victorious One, we are all named Dharma Wisdom, and we have come here from the world called Dharma Cloud, from the presence of the Tathagata named Good Dharma Wisdom. By the blessing of the Buddha, this teaching of the Dharma occurred in all those places, and among these retinues, these words show this meaning, without increase or decrease.
