Then Nada requested to show the basis for establishing the precepts for that purpose. The Buddha said: "Great Kashyapa, one of my lineage, do not say such things to the Tathagata. The Tathagata truly sees the ten dharmas of the distinctions of qualities, and sees all sentient beings as if they were being swallowed by Rahu. How could he make the monks go to Avici? The Tathagata, even if he sees a sentient being with such a cause, even if he dwells and acts in the hell of sentient beings for a kalpa or more than a kalpa in order to definitely liberate him, how could the compassionate Buddha deceive his own sons? Great Kashyapa, for example, if there is a weaver in a city or a secluded village, he will discard the weaving tools and any broken parts used for weaving cloth there. And just as a wheel-turning king does not simultaneously train in the paths of the ten virtuous actions from the very beginning, but subdues those sentient beings who rely on non-dharma with the precious wheel and establishes them in the sacred Dharma, so too, the Buddha, the Bhagavan, does not simultaneously establish the basis of the Pratimoksha precepts from the very beginning, but takes as the basis the events of whatever faults are committed by whatever monks, and then establishes the precepts. Those sentient beings who desire the Dharma, when they see these things, will develop faith and take them as witnesses. Therefore, having truly seen the extremely difficult-to-fathom Dharma, just as the nature of the weaver and the wheel-turning king is, so too is the nature of the Buddhas who turn the wheel of Dharma. Therefore, the Buddhas, the Bhagavat, are inconceivable! The Dharma that is taught is also inconceivable! Likewise, the listeners and the believers are also inconceivable! This is called the power of arising from circumstances. Bodhisattvas, great beings, for the sake of arising from circumstances, and for the sake of my complete Nirvana, will teach these four categories of Dharma, namely, the Great Nirvana Sutra is the meaning of...

It should be known that this is called the empowerment of arising from blessing. The so-called "my superior intention" is because the teaching of my superior intention is now explained, so it should be known that the so-called "my superior intention" is also the Great Nirvana Sutra. The so-called "others' superior intention" is because after I understood the intentions of the monks, I declared "I am permanent," so it should be known that "others' superior intention" is also the Great Nirvana Sutra. The so-called "empowerment of questioning" is because with the power of you, a great Bodhisattva Mahasattva with extremely subtle wisdom, and of the same lineage (Shakya clan) as Light Protector (Dhrtarastra), you have declared to all Shravakas and Pratyekabuddhas the words of a single-syllable bindu, which they have never heard before, and various secret words of intention. Therefore, it should be known that the empowerment of questioning is also the Great Nirvana Sutra. Some people may think that this will deceive, and that will not deceive. For example, some people also say "sky," also say "emptiness," also say "nothingness," also say "unobstructed." If they say that, they will not deceive others. Similarly, if a son or daughter of good family has faith in this permanence spoken by the Bhagavan in this Great Nirvana Sutra, and recites these four categories of Dharma, they will not deceive others. A burning iron mass, when hammered, gradually cools down, but the heat of the fire, one does not know where it has gone. Similarly, those who desire true liberation, cross the mire and river of desire, and obtain unwavering bliss, it cannot be said where they have gone. Again, he said, son of good family, therefore you should not be discouraged by thinking that the Tathagatas will disappear. Iron and iron ore are not different in meaning, just as iron changes from burning to cooling, the Tathagatas have no place to disappear. Just as iron changes from burning to cooling, the forms of afflictions will be pacified, but when iron changes from burning to cooling,
