It is. An animal that lives on both land and water is a turtle. Sons of good families, even in the sacred river of the Great Nirvana, there are seven kinds of sentient beings. From the constantly submerged to the seventh, some sink and some emerge. Among them, the constantly submerged refers to someone who, upon hearing from this Great Nirvana Sutra that the Tathagata is permanent, unchanging, and immutable, being eternal, blissful, self, and pure, ultimately does not enter Nirvana. All sentient beings possess the Buddha-nature, and even those with wrong views, those who slander profound scriptures, those who commit the five heinous crimes, and those who break the four root vows will surely attain Bodhi. Hearers, Pratyekabuddhas, Arhats, and Paccekabuddhas will also surely attain unsurpassed, perfect, and complete enlightenment. Upon hearing these words, they do not generate faith but think and say: This Great Nirvana Sutra is a heretical text, not spoken by the Buddha. After saying this, they will be separated from virtuous friends and will not hear the true Dharma. Even if they occasionally hear it, they cannot contemplate it. Even if they contemplate it, they will not contemplate virtuous Dharma. Because they do not contemplate virtuous Dharma, they will abide in unwholesome Dharma. Abiding in unwholesome Dharma has six aspects: namely, unwholesome, without virtue, slandering the Dharma, increasing existence, being tormented by afflictions, and experiencing unwholesome results. This is called being submerged. So, how does one become submerged? Having no virtuous mind, always engaging in unwholesome actions, and not diligently applying antidotes is called being submerged. Among them, unwholesome refers to being reproached by the noble ones, generating fear, being abandoned by virtuous friends, and not being able to benefit sentient beings, therefore it is called unwholesome. Without virtue refers to producing countless unwholesome results and always being

negligence, associating with and befriending evil people, lacking the means to diligently practice virtue, and having a mind that is inverted and always erring, hence it is called devoid of virtue. That which is called 'defaming the Dharma' is constantly defaming with body and speech, defaming pure beings, generating non-virtuous actions, and abandoning virtuous Dharma, hence it is called defaming the Dharma. That which is called 'generating craving' is that if one acts like the previous three, beings will be born in hell, the animal realm, and as hungry ghosts. Not diligently practicing the Dharma of liberation and not being weary of the actions of body, speech, and mind that create existence, this is called generating existence. That which is called 'tormented by afflictions' is that if one perfects the previous four, body and mind become afflicted, and because one abandons peace, it is called torment. Because one experiences the ripening of hell beings, it is called torment. Because beings are burned, it is called torment. Because all virtuous Dharmas are burned, it is called torment. Son of good family, the mind of faith is cool and satisfying, and because one does not possess it, it is called torment. That which is called 'experiencing the fruit of non-virtue' is that if one perfects the previous five, after death one will fall into hell, the animal realm, and the realm of hungry ghosts. Son of good family, furthermore, experiencing the fruit of non-virtue is caused by three kinds of non-virtuous things. What are the three? Affliction is non-virtuous, action is non-virtuous, and ripening is non-virtuous; this is called experiencing the ripening of the fruit of non-virtue. Son of good family, if a person possesses the previous six things, they will sever the root of virtue, commit the heinous acts of the five inexpiable sins, destroy the vows of the four root precepts, slander the Three Jewels, recklessly use the property of the Sangha, and engage in various non-Dharmic activities. By these causes and conditions, they will sink into the Avici hell, and the body they experience will have a water surface width of eighty-four thousand yojanas. That

The actions of body, speech, and mind are very heavy, so they cannot arise (good results). Why is that? Because good Dharma cannot arise in the mind. Although countless Tathagatas appear in the world, they cannot be seen or heard, therefore they are like a great fish in the Ganges River, called sinking. Son of the lineage, I say that those who have wrong views are always sinking. Although it is said so, there are also those who always sink but do not have wrong views. What is it? Whatever good deeds of giving and keeping precepts are practiced for the sake of existence are called always sinking. Son of the lineage, these four kinds of good deeds will obtain bad results. What are the four? Reading and reciting sutras and letters in order to surpass others, keeping precepts in order to obtain wealth and fame, giving in order to dominate others, and focusing single-mindedly for the sake of the realm of neither perception nor non-perception. These four good things will mature into bad results. Acting according to such four things is called sinking and then appearing, and appearing and then sinking. Why sink? Because of attachment to the three realms. Why appear? Because of seeing the light of illumination. The light of illumination refers to hearing, precepts, giving, and meditation. Why sink? Because of bad views and generating pride. Therefore, I have spoken these verses from the sutras. Any sentient being who is attached to the three realms, And performs good and bad deeds with the three realms, That person has deviated from the path of liberation, Appearing for a moment and then sinking again. Those who wander in the dark ocean of samsara, Even if liberated, are still bound by afflictions. Therefore, he takes back the bad results, Appearing for a moment and then sinking again. Son of the lineage, just as a great fish appears for a moment because it sees the light of illumination, but sinks again because its body is heavy, so are the two kinds of individuals mentioned above. Son of the lineage, if someone is attached to the three realms, that is called sinking. Completely liberated from suffering
