Since it has become the nature of the past, there is no such thing as new or old. The Buddha, the Bhagavan, is called unsurpassed. Son of good family, how does one tame and guide a man? Because one is oneself a man, one also tames other men. Son of good family, the so-called Tathagata is, in truth, neither a man nor a non-man. For the sake of taming men, the Tathagata is called a man. Son of good family, whether male or female, if one possesses these four qualities, one is called a man. What are the four? Seeking virtuous friends, listening to the Dharma, contemplating its meaning, and acting according to what is said. Son of good family, whether male or female, if one possesses these four qualities, one is called a man. Son of good family, if one is a man but does not possess these four qualities, one is not called a man. Why is that? Although one has the body of a man, one's conduct is like that of an animal. The Tathagata tames both male and female, so he is called the tamer and guide of men. Furthermore, son of good family, just as there are four ways to guide a horse: touching the hair, touching the skin, touching the flesh, and touching the bones. According to what is touched, the horse goes as the guide wishes. The Tathagata is also like that, he tames sentient beings with these four qualities. What are they? By explaining birth, one acts according to the Buddha's command, just as touching only the hair makes the horse go as the guide wishes, this is one. By teaching the Dharma of birth and aging, one acts according to the Buddha's command, just as touching only the hair and skin makes the horse go as the guide wishes, this is two. By teaching birth, aging, and sickness, one acts according to the Buddha's command, just as touching the hair, skin, and flesh makes the horse go as the guide wishes, this is three. By teaching birth, aging, sickness, and death, one acts according to the Buddha's command, just as touching the hair, skin, flesh, and bones makes the horse able to go as the guide wishes, this is four.

O son, controlling horses is not necessarily true, but the Buddha Bhagavan's taming of sentient beings is true, because he does not deceive, therefore the Buddha Bhagavan is called the tamer of men and the controller. How then is he a teacher of gods and men? There are two kinds of teachers: those who teach virtue and those who teach evil. Buddhas and Bodhisattvas always teach virtuous dharmas to sentient beings. What are virtuous dharmas? They are the virtues of body, speech, and mind. Buddhas and Bodhisattvas teach sentient beings thus: O sons of good family, you should completely abandon the non-virtuous actions of the body. Why? Because if you completely abandon the non-virtuous actions of the body, you will be liberated. Therefore, I teach you these dharmas, and I do not teach you that if you do not abandon non-virtuous actions, you will be liberated. If sentient beings completely abandon sinful actions, they will fall into the three lower realms, which is not the case. If they completely abandon them, they will attain unsurpassed perfect enlightenment and great nirvana, which is the case. Therefore, Buddhas and Bodhisattvas always teach this dharma to sentient beings, and speech and mind should be understood in the same way. Therefore, the Buddha Bhagavan is the unsurpassed teacher. Furthermore, he himself has attained what he had not attained before, and teaches what he has attained to sentient beings; he himself first practices pure conduct, and teaches what he practices to sentient beings; he himself destroys ignorance, thereby destroying the ignorance of sentient beings; he himself obtains completely pure eyes, thereby removing the blindness of sentient beings and enabling them to obtain completely pure eyes; he himself knows the two truths, and also teaches the two truths to sentient beings; he himself obtains liberation, and also teaches the dharma of liberation to sentient beings; he himself crosses the endless ocean of samsara, and also saves all sentient beings; he himself becomes fearless, and also teaches fearlessness to sentient beings; he himself is completely liberated from suffering, and also towa
