Turning the wheel [of Dharma] is the realm of activity of the Buddha, the Bhagavan, and it is not known by the Shravakas and Pratyekabuddhas. Son of good family, space is unborn, unproduced, unmade, uncreated, and is not a conditioned phenomenon. The Tathagata is also the same as that: unborn, unproduced, unmade, uncreated, and is not a conditioned phenomenon. Just as the Tathagata is, so is the Buddha-nature the same: unborn, unproduced, unmade, uncreated, and is not a conditioned phenomenon. Son of good family, the speech of the Buddha, the Bhagavan, is of two kinds: worldly speech and transcendental speech. Son of good family, the Tathagata speaks to the Shravakas and Pratyekabuddhas with worldly speech. To the Bodhisattvas, he speaks with transcendental speech. Son of good family, the mandala of the retinue is also of two kinds: those who seek the Lesser Vehicle and those who seek the Great Vehicle. The superior faculties are like the king of elephants among men, and for Bodhisattvas like Light-protected and others, the great wheel of Dharma was turned in this city of Kusha. Son of good family, the Tathagata does not turn the wheel of Dharma for those of inferior faculties, and those called inferior faculties are the heretics. Son of good family, furthermore, there are also two kinds of seeking for the Bodhi of the Buddha: middling diligence and superior diligence. In Varanasi, the wheel of Dharma was turned for those of middling diligence. In this city of Kusha, the great wheel of Dharma was turned for those of superior diligence. Son of good family, furthermore, when I first turned the wheel of Dharma in Varanasi, eighty thousand gods and humans attained the fruit of entering the stream.

In this city of Mrigadava, the Bodhisattva Light Protector prostrated to me and requested me to turn the wheel of Dharma. Son of lineage, furthermore, formerly in Varanasi, when turning the wheel of Dharma, I taught impermanence, suffering, emptiness, and selflessness. Son of lineage, the Dharma spoken by the Buddhas, the Bhagavat, is also the same; it subdues immeasurable unsubdued afflictions and causes the subdued to generate roots of virtue. Son of lineage, for example, the Chakravartin king pacifies all opposing enemies with the jewel wheel. The Tathagata's teaching of the Dharma is also the same; it pacifies all enemies of affliction. Furthermore, son of lineage, for example, the jewel wheel of a Chakravartin king transforms at will from below to above. The Bodhisattva Light Protector again said to the Blessed One: For what other reason is it called the noble practice? The Blessed One said: Son of the family, the noble one is the Buddha Blessed One, therefore it is called the noble practice. He said: Blessed One, if it is the practice of the Buddha Blessed One, then it is not the practice of the Shravakas, Pratyekabuddhas, and Bodhisattvas. The Blessed One said: Son of the family, the Buddha Blessed One also relies on this Great Nirvana, and because it is thus distinguished and shown, it is called the noble practice. If the Shravakas and Pratyekabuddhas, as well as the Bodhisattvas, hear it and practice accordingly, it is also called the noble practice.
