Whoever dwells here will not seek another dwelling. For example, a person who relies on a king will not seek another dwelling. Relying on a king is subject to change, but dwelling in liberation is without change. Being without change is complete liberation. Complete liberation is the Tathagata. The Tathagata is the Dharma. Furthermore, liberation is like a dwelling and a support. For example, if a person goes to a remote wilderness, there will be fear or apprehension. Liberation is not like that; there is no fear or apprehension. Being without fear or apprehension is complete liberation. Complete liberation is the Tathagata. Furthermore, what is called liberation is being without fear. For example, the lion king is not feared by all the wild animals. Liberation is also similar to that; it is not feared by all the hosts of demons. Being without fear is complete liberation, and complete liberation is the Tathagata.
