In all those three realms, it sends forth unimpeded rays of light, illuminating the Dharma realm that has no beginning, end, or center. The rays of wisdom that are emitted will first fall upon the bodies of those who possess the superior intention of Bodhisattvas, like the great king of mountains. Secondly, it will fall upon the bodies of those who have truly entered the vehicle of Pratyekabuddhas. Thirdly, it will fall upon the bodies of those who have truly entered the vehicle of Sravakas. Fourthly, it will fall upon the bodies of sentient beings who possess superior virtuous intention and corresponding faith. Fifthly, the wisdom rays of the Tathagata's sun-like mandala will even fall upon the bodies of those sentient beings whose minds are destined to be evil, benefiting them by planting the correct cause for the future, and also causing their virtuous dharmas to increase. Manjushri, the Tathagata is completely equal, impartial, non-discriminating, and non-differentiating towards them all. Manjushri, the wisdom rays of the Tathagata's sun-like mandala do not think, 'I shall teach the great Dharma to this sentient being, and I shall not teach it to that sentient being.' Nor does it think, 'This sentient being is inclined towards the great, this one is inclined towards the intermediate, this one is inclined towards the vehicle of Sravakas, this one is virtuous, this one is inclined towards the inferior and evil.' Manjushri, the Tathagata does not discriminate in this way. The Tathagata thinks, 'This sentient being is inclined towards the great, therefore the Mahayana should be taught to him. This one is inclined towards the superior intermediate intention, therefore the vehicle of Pratyekabuddhas should be taught to him. This one is inclined towards the vehicle of Sravakas, therefore the vehicle of Sravakas should be taught to him.' Having understood the virtuous thoughts of sentient beings, their thoughts should be purified. For those sentient beings who are inclined towards evil, they should be guided towards right view, and the Dharma should be taught according to their capacity.

Nor does one think thus: the appearance of the wisdom rays of the Tathagata's sun-circle is not to be conceptualized in that way. Why is that? Because the appearance of the wisdom rays of the Tathagata's sun-circle is that all conceptualization, various conceptualization, complete conceptualization, and all proliferation are completely cut off. Manjushri, however, for the various good thoughts of sentient beings, various appearances of the wisdom rays of the Tathagata's sun-circle may also arise. Second Chapter Manjushri, for example, in the great ocean there is a great jewel called "that which completely fulfills all thoughts." If it is hung on the top of a banner, then from it will arise sounds of whatever kind of thoughts sentient beings have, and sentient beings will universally know it, but that great jewel does not conceptualize, does not variously conceptualize, does not think, does not variously think, and is without thought, without mind, separated from mind, separated from intellect, and separated from consciousness. Manjushri, likewise, the Tathagata, the Arhat, the perfectly complete Buddha, also does not conceptualize, does not variously conceptualize, does not think, does not variously think, and is without thought, separated from mind, intellect, and consciousness, not apprehended, not to be completely apprehended, not obtained, not to be obtained, the individual truths eliminated, desire eliminated, hatred eliminated, delusion eliminated, not truth, not falsehood, not permanent, not impermanent, not light, not without light, not the world, not without the world, without conceptualization, without deliberation, unborn, unceasing, inconceivable, utterly inconceivable, without inherent existence, without the basis of inherent existence, inherently empty, without taking, without abandoning, without manifest clinging, unspeakable, speech completely cut off, without universal joy, separated from universal joy, completely destroyed by universal joy, not countable, countable, without going, going to going.

However, Manjushri, if the jewel of wisdom, which is the completely pure superior intention of the Tathagata, is tied to the top of the victory banner of great compassion, then from that, whatever the intention and faith of any sentient being, such a Dharma teaching will arise, and although sentient beings will all know it, the Tathagata is equal to them all, abandoning, not discriminating, and not distinguishing differences. Manjushri, for example, although sentient beings all know that the sound of a rock comes from the consciousness of another, it is not past. Not future. Not present. Not within. Not without.
