After that, the king Radiant Splendor, for the sake of the enjoyment of youth, created a city on the land called Delightful Supreme. He made seven hundred and seventy streets in all directions, north and south. For the sake of the seven precious things, he adorned it with nets of tinkling bells. It was surrounded on all sides by seven layers adorned with nets of pearls, and life-trees and banners of jewels. At the gates of all the streets, he also erected trees of life made of jewels. All the trees of life made of jewels were connected by sixty thousand strands of jeweled thread. All the strands of jeweled thread were connected from the four directions by millions of garlands of Tala trees. When these were moved and stirred by the wind, they produced a sound like the beautiful sound of hundreds of thousands of musical instruments. At all the gates of the streets, he placed five hundred maidens who were skilled in singing, skilled in dancing, in the prime of their youth, and fit to be enjoyed by all people. To all of them, King Radiant Splendor said: "Day and night, you must truly delight all beings who come from the four directions with the sounds of songs, dances, and music, and you must not speak of anything other than cultivating the mind to make the young people happy. At the gates of all those streets, for those who desired food, there was food; for those who desired drink, there was drink; for those who desired vehicles, there were vehicles; and also clothing, incense, garlands, perfumes, roads, backrests, necessities of life, gold, silver, jewels, pearls, lapis lazuli, coral, agate, amber, silver coins, elephants, horses, mules, cattle, wealth, and all ornaments were provided, and heaps of jewels were also placed there for all people to enjoy fully. At that time, in the center of the city, for the sake of the enjoyment of youth, he built a house with a circumference of about one yojana, and painted it with checkerboard patterns of the seven precious things.

Dhṛtarāṣṭra, in the center of that garden, built a pond of all kinds of jewels, with steps made of four kinds of jewels: gold, silver, beryl (vaiḍūrya), and crystal. One hundred and eight lion mouths were installed from which perfumed water flowed. Water also flowed from those one hundred and eight lion mouths of the pond. Blue lotuses (utpala), white water lilies (kumuda), lotuses (padma), and white lotuses (padma dkar po) always bloomed as ornaments. It was completely surrounded by jewel trees. All kinds of seasonal flowers and fruit trees also bloomed. Eight hundred jewel trees were planted on the bank of the pond, and all the jewel trees were connected with jewel threads, and everywhere millions of palm leaf garlands were hung. When the wind blew and the leaves swayed, it produced a sound like playing hundreds of thousands of musical instruments. The youth's body emitted light, and the pond was covered with the light of jewels. At that time, in that palace, forty million thrones made of the seven jewels were arranged, and five hundred exquisite silks were laid on top of each throne. On the central throne, made of the seven jewels, about seven men high, where the prince, the rays of merit, would sit, eighty-seven million exquisite silks were laid. Next to each throne, incense was burned, and flowers were scattered three times a day and three times a night. Golden bells were hung, golden lotuses were elaborately crafted, decorated with nets of pearls and jewels, and illuminated by the light of precious jewels. Eighty thousand jewel nets were elaborately crafted.
