Ra. Although the six sense sources exist or do not exist, the mind moves in relation to form. Because of the discernment of consciousness, it is said that all feelings are perceived. Having understood this, the noble ones do not contemplate the cycle of existence. They become satisfied with supreme wisdom and become peaceful like a fire without fuel. Having shown that desire is impermanent, to the king, his retinue, and the people, I can prophesy thus: the lord of men will decline. O great king, at that time, a king named "I am victorious" arose. Do not think or doubt that he is someone else. Why is that? That great king himself, at that time, became a wheel-turning monarch named "I am victorious." Although he ruled over vast royal power, he reached the time of death without being satisfied with desires. O great king, therefore, having understood this, abandon the pride of power and be mindful. Abiding in mindfulness, you should truly cultivate your roots of virtue. O great king, being delighted in mindfulness will accomplish your goals. O great king, you should truly cultivate the equality of mindfulness. O great king, the realm of conditioned phenomena and the realm of unconditioned phenomena are neither female nor male, neither past nor future, nor present. O great king, you should fix your mind on this and not rely on others. O great king, in the past, there was one named Encirclement, who possessed Dharma, a king of Dharma, who diligently practiced mindfulness. Whatever he did, he acted and conducted himself with mindfulness in all of it. O great king, that King Encirclement, all these dharmas are the equality of the equality of the three times. In the past, all dharmas were devoid of inherent existence. In the future and present, all dharmas are also devoid of inherent existence. He was diligent in the equality of the three times. Because he saw all dharmas as the equality of the three times, he became free from attachment to all dharmas. His mind was inverted.

Due to the four inversions, their minds are inverted and confused, perceiving impurity as purity, suffering as happiness, impermanence as permanence, and selflessness as self. Having seen these, he thought to himself: 'These beings have not seen the emptiness of all dharmas. Alas, how pitiful, this world is doomed! Alas, this world is completely doomed!' After thinking this, he pondered: 'I should gather these beings with the four means of gathering. If I gather them with the four means of gathering, then they will have the ability to engage in the Dharma.' Great King, then the Wheel-Turning King sent forth those skilled in means to gather the beings with the four means of gathering, and then instructed them with the key points of the equality of the three times: 'Hey, beings, all dharmas are empty of inherent existence! Hey, beings, any dharma that has no inherent existence is neither past, nor future, nor present. Why? Because it has no inherent existence. The past is not something to be designated, nor are the future and the present.' Great King, then those beings, having been urged by the Wheel-Turning King in that way towards the equality of the three times, eighty kotis of hundreds of thousands of beings obtained the forbearance of the Dharma of non-arising. At that time, the gods of the Thirty-Three gathered and sat in the Good Dharma Hall, and in the midst of them, such words arose: 'Like this, the Dharma King, the Wheel-Turning King, who possesses skillful means, who shows the non-inverted truth to beings who have become inverted by skillful means, whose king are these people, oh, how fortunate these people are!'

Thus he spoke. Lord of the gods, when we were present at the seat of the good Dharma in the presence of the gods, such words were spoken in the interim. Thus, to beings who have become inverted, with skillful means, whoever shows without inversion that all these dharmas are without self-nature, the Dharma King who possesses the Dharma, the stainless one who possesses skillful means, whose king is this? People, alas, are those who possess attainment! Alas, people are those who have well attained attainment! Thus he did. Having spoken thus. The Lord of the Gods, Indra, spoke thus to the gods of the Thirty-Three Heavens. Friends, if the one called King Stainless, who possesses inconceivable skillful means, if that King Stainless comes here, do you wish to see him or not? The gods of the Thirty-Three Heavens said: Lord of the Gods, Stainless is here, even before he arrives, we shall know. Then, the Lord of the Gods, Indra, said to the charioteer Matali: Matali, come here! Take the chariot of the gods, called Well-Knowing, which possesses a thousand spokes, and go to where King Stainless is, and say this to King Stainless: Great King, if the chariot of the gods of the Thirty-Three Heavens, called Well-Knowing, which possesses a thousand spokes, comes, Great King, please ride in this without hesitation. The gods of the Thirty-Three Heavens are pleased to see you, say this, and after riding in the chariot, say this: Great King, from which path shall we proceed? Shall we proceed by the inversion of those who are inverted, or shall we proceed from the place of those who are not inverted? After saying "Good." The charioteer Matali acted according to the wishes of the Lord of the Gods, Indra, and after descending, he spoke thus to King Stainless as he had been instructed. After speaking thus. King Stainless spoke thus to the charioteer Matali: Matali, thus, which of those two paths do you wish to take? Having done thus. The charioteer Matali said to King Stainless, from the inversion of those who are inverted, and the inversion
