In the three realms of existence, the Bhagavan is praised as supremely blissful. When the wheel-mark of the Bhagavan's foot is placed on the ground, pure light shines forth, revealing wondrous signs. The horse emits melodious sounds of the city, and the flocks of birds rejoice greatly in the sky. Furthermore, from the hands, feet, rings, wheel-ornaments, and garlands of many men and women, as well as from various precious ornaments, melodious sounds arise spontaneously, even without being played. They speak to each other of joyful tidings, and utter praises with many auspicious words. The blind and deaf, and those with incomplete faculties, regain their senses, and all beings receive the excellent fruit of the Bhagavan. When the Bhagavan goes to the city, everyone rejoices, and gods and humans make offerings of flowers. Since melodious sounds arise everywhere in the sky, the countless hosts of gods become exceedingly joyful. Moreover, beings who have lost their memory, and those whose madness is pacified, speak sweet words to each other. Women who are pregnant and suffering from fear, through the blessing of the light, attain happiness. Men and women, young and old, with a sense of shame, listen to the pure Dharma, and are filled with joy, generating pure minds, and prostrating at the feet of the Supreme Sage. Some seek the unsurpassed path of the Bhagavan, while others seek the path of Bodhisattvas and Shravakas. Since the Bhagavan goes to the city in an excellent manner, they gaze upon the face of the Bhagavan and rejoice themselves. The Bhagavan, with his wisdom, understands the conduct of the earth, and acts greatly for the benefit of the world in accordance with it. He bestows the precious treasure of the Dharma upon the Bodhisattvas, and gives precious jewels to all sentient beings. When the Bhagavan goes to the city, a voice arises from the sky, saying: "Whoever is blind and craves the end, is respectful to the Buddha." If one is attached to the absence of the eye, then he is always without doubt. Because of being without doubt in this way, one will obtain the magical power of the Buddha. If one is attached to the peace of the eye, then he is always without doubt. Because of being without doubt in this way, one will obtain the magical power of the Buddha. The ear, nose, tongue, body, and mind, from form, sound, smell, taste, touch, up to sound and name, all should be applied in the same way. The arising of the eye, immeasurable, whatever arises, is wisdom.
