Separated by hundreds of gem tassels, with a canopy of gold from the Jambū River, possessing gems, the essence of pure and clear sound. From the strings of gem bells, melodious and pleasing sounds arise, holding and raising the radiant light of gems, dwelling in the glory and great power of a king, a regime unmolested by the control of others, I saw him residing in authority free from the fear of enemies. All around him, tens of thousands of ministers gathered, and I saw them diligently fulfilling the needs of the king. In front of him, beings being cut down by executioners like the guards of hell, wearing terrifying clothes like the servants of Yama, fierce and ugly, creating great fear, with red eyes, gnashing teeth, the three wrinkles on their faces contracted into angry frowns, holding weapons and tools such as swords, axes, iron spears, bows and arrows, clubs, spears, and so on, with bodies and faces ugly and terrifying, gathering like black clouds, emitting unpleasant, rude, and harsh loud sounds, difficult to look at, creating great fear, causing the hearts of hundreds and thousands of creatures to tremble. Stealing, robbing, engaging in sexual misconduct, harboring harmful intentions, being extremely greedy, and performing various evil and unwholesome deeds. I also saw hundreds and thousands of people bound by five strong fetters, being led before King Fire. I also saw King Fire inflicting various punishments on these people according to their offenses. Thus, King Fire commanded there that some had their hands and feet cut off, some had their ears and noses cut off, some had their eyes gouged out, some had their limbs and appendages and heads cut off, some had their entire bodies burned by fire, some had their bodies splashed with boiling salt water, their skin scalded, and so on. I also saw various unbearable, cruel, violent, repulsive, and life-threatening punishments like these being carried out. In that execution ground, I saw piles of corpses of those killed, their hands and feet, ears, eyes, noses, heads, limbs, and appendages, piled up like mountains. I also saw an ocean of blood about three yojanas deep, and countless yojanas of water fields. There, countless bones of the dead, limbs and appendages, and heads separated, were filled with jackals, foxes, dogs, crows, vultures, eagles, and many kurara birds, tearing and pecking at them. Among them, some had changed color, becoming blue, some were rotten, some were swollen, some were filled with worms, the scene was extremely terrifying and horrifying, I also saw. When executing those criminals, they made disgusting nine kinds of cries, uttering screams of fear and sorrow, emitting huge wails, hearing these sounds, it would generate great fear and displeasure, and I also heard sounds like the great hell of beings collapsing. Therefore, after seeing such beatings and extremely terrifying violence, I thought to myself, for the benefit and happiness of all beings, I have aroused the unsurpassed, perfect, and complete enlightenment, in order to seek and strive for the conduct of a Bodhisattva, I ask virtuous friends what good deeds should be done, and what evil deeds should be abandoned. However, this Fire King has no virtuous Dharma at all, he only engages in great sinful deeds.

Those whose minds are filled with extremely violent thoughts, who engage in killing other beings, who strive to inflict extreme torment on other beings, who do not believe in the afterlife, and who are situated on the edge of the abyss of the lower realms, think: From such as these, can one even hear of the conduct of a Bodhisattva? Thinking thus, he considers in his mind: He who strives to completely save all beings, who possesses a mind of great compassion, is called upon by many gods from the expanse of the sky above: Son of good family, do you not remember the instructions of the virtuous friend, the emanation of the heat of King Truthful Flame? He looks up at the expanse of the sky and says: I remember. The gods say: Son of good family, do not harbor such doubts about the instructions of the virtuous friend. Son of good family, virtuous friends will guide you correctly and without error, not wrongly. Son of good family, the wisdom of the Bodhisattvas' skillful means of conduct is inconceivable. The wisdom of completely gathering beings is inconceivable. The wisdom of benefiting beings is inconceivable. The wisdom of subduing beings is inconceivable. The wisdom of praising beings is inconceivable. The wisdom of completely taming beings is inconceivable. The wisdom of completely nurturing beings is inconceivable. The wisdom of introducing beings is inconceivable. The wisdom of completely maturing beings is inconceivable. The wisdom of disciplining beings is inconceivable. Go, son of good family, ask him about the conduct of a Bodhisattva. Then, the merchant's son Norzang heard the words of the gods, and went to where King Flame was, and having arrived, he bowed his head at the two feet of King Flame, and circumambulated King Flame hundreds and thousands of times, and then sat before the king, and with his palms joined together, he said: Noble one, if I have generated the mind for unsurpassed, perfect, complete enlightenment, then how should a Bodhisattva train in the conduct of a Bodhisattva, and how should he strive diligently?
